This article presents the issue of the nature of administrative responsibility sanctioned by administrative fines and the significance of guilt as a premise for imposing this type of sanction. The author draws attention to the solutions introduced to the Code of Administrative Procedure by the 2017 amendment. The article indicates the impact of the changes made on the construction of administrative fines. It also shows how the legislator regulates the premise of guilt in specific provisions.

Artykuł prezentuje kwestię charakteru odpowiedzialności administracyjnej sankcjonowanej administracyjnymi karami pieniężnymi oraz znaczenie winy jako przesłanki wymierzania tego rodzaju sankcji. Autor zwraca uwagę na rozwiązania wprowadzone do Kodeksu postępowania administracyjnego przez nowelizację z 2017 roku. Artykuł wskazuje wpływ dokonanych zmian na konstrukcję administracyjnych kar pieniężnych. Pokazuje również sposób uregulowania przez ustawodawcę przesłanki winy w przepisach szczególnych.
