The legislative process, composed of many stages, needs expert support and this role is currently played by the Legislative Council. As a highly professional body, consisting of many academics active in the field, it provides an excellent means to familiarise law-makers with the wider context and the views of independent experts. Opinions prepared as part of the work of the Council are also often the starting point for in-depth discussion or even modification of policies regarded as ineffective or inconsistent. In considering the future of the Legislative Council, attention should also be given to strengthening its role in the law-making process, by taking into account the theses arising from its opinions, or by deepening the dialogue at various stages of the legislative process.
