Recently, the importance of the regional innovation system issue has grown considerably, especially because many regions are currently working on the implementation of an innovation strategy that would create and support innovation activities and processes. In this context, it should be noted that extensive support for the processes of a regional innovation system (or strategy) is frequently associated with the use of public funds. To ensure maximum efficiency for the allocation of resources, it is necessary to have a method that is able to analyse regional innovation systems and their level of development. Such a method has not yet been published. The aim of this paper is to use the weighted sum method to evaluate the effects arising from the existence of regional innovation systems as well as to determine their level of development. This is a completely new approach for determining how developed a regional innovation system is in practice. This case study applies this method using four Czech regions.

In the era of knowledge economy, innovations are gaining increasing importance and becoming crucial for firms (countries) to gain their competitive advantage. However, most of countries are not able to exploit the innovation potential and failing during innovation and supporting processes. In this study, we use own multiple linear regression models and data from Community Innovation Survey to compare three European countries – Czech Republic, Slovakia and Hungary, which declined in the international rankings of competitiveness and innovative activities in recent years. The results confirm our claim that there is a need to find proper drivers´ that will allow creation of synergies and spill over effects. We empirically prove that proper targeting of innovation drivers significantly influences the growth of firms´ turnover from innovated products that may lead to increasing of firms´ (national) competitiveness.

The triple helix collaboration among universities, industries and governments resulting in the efficient creation of innovation has gained lofty scholarly attention in recent times. This institutional interdependence creates win-win outcomes leading to improved firms competitiveness, human capital development and general economic development. The rapid implementation of knowledge and outcomes of academic research emanating from universities and other public research organizations are crucial for firm’s competitiveness so firms are increasingly getting closer to the sources of knowledge and innovation. We examined the factors that influence firm’s cooperation with universities and government research entities in the Czech Republic and Slovakia by using data from the 2010 – 2012 Community Innovation Survey and the logistic regression models. The results of our analysis have demonstrated that both Czech and Slovak firms perceive their cooperation with universities as essential and beneficial for their innovative performance. Additionally, Slovak and Czech firms are self-sufficient and can provide basic input factors and capital goods necessary for their production hence they do not cooperate in this regard.

The idea of cooperation and industrial clustering is not new. Enough practical experience shows that the idea of clustering is not always understand correctly what can delivers not correct results and effects. Business chains and industrial clusters do not represent a universal tool for solving economic problems of the regional economics. Therefore, it is necessary to provide adequate and effective practical tools what can identify the industrial sectors in which there is a potential of business clusters and chains birth and existence. The various methods analysing the agglomeration and competitive advantages of the industrial sectors can be usefully used. The aim of this paper is to characterize the selected method – Ellison-Glaeser agglomeration index and its use. This method can help to detect agglomerated sectors, respectively geographic concentration that can be used during the industrial clustering process.
