Agriculture is the area of human activity that is accompanied by the formation of positive and negative external environmental effects. In order to motivate farmers to conduct production activities in a way that reduces the negative impact of these activities on the environment, the so-called principle of cross compliance has been incorporated into the direct support system. This study characterises the area payments as an instrument of the environmental policy and is a review of the European Commission’s different proposals for the reform of direct payments through the prism of environmental functions of this instrument.

Rolnictwo to dziedzina aktywności człowieka, której towarzyszy powstawanie pozytywnych i negatywnych zewnętrznych efektów środowiskowych. W celu zmotywowania rolników do prowadzenia działalności produkcyjnej w sposób zapewniający ograniczenie negatywnego wpływu tej działalności na środowisko naturalne, w system wsparcia bezpośredniego wbudowano tzw. zasadę cross compliance. W pracy scharakteryzowano płatności obszarowe jako instrument polityki ekologicznej oraz dokonano przeglądu proponowanych przez Komisję Europejską wariantów reformy płatności bezpośrednich przez pryzmat funkcji środowiskowych tego instrumentu.

This article analyses the main elements of the proposed system of direct payments to be implemented after 2013, in comparison to current support schemes in the European Union. The analysis covers basic components of each system i.e. the single payment in SPS, the single area payment in SAPS and the basic payment in the new system. More important common features and differences between the systems were also indicated. The comparative analysis carried out in this work allowed for identification of the effects of different payment schemes (especially in terms of access to support, administration system and use of the national ceiling), which was the main goal of this article.

W artykule dokonano analizy zasadniczych elementów projektowanego systemu płatności bezpośrednich, który ma zostać wdrożony po 2013 roku, przez pryzmat obecnie stosowanych w Unii Europejskiej systemów wsparcia bezpośredniego. Rozpatrzono podstawowe komponenty poszczególnych systemów, tj. płatność jednolitą w SPS, jednolitą płatność obszarową w SAPS oraz płatność podstawową w nowym systemie. Wskazano na ważniejsze cechy wspólne i różnice pomiędzy systemami. Przeprowadzona analiza porównawcza pozwoliła na identyfikację skutków stosowania różnych systemów płatności (w szczególności w zakresie dostępu do pomocy, administrowania systemem i wykorzystania pułapu krajowego), co było zasadniczym celem pracy.
