Data collected in the education system, as well as in the system of social and vocational rehabilitation and employment of people with disabilities, indicate that in 2019 people diagnosed with autism or Asperger syndrome accounted for a quarter of the disabled aged up to 16 years. Their number increases by 20% every year in Poland. NIK checked whether people with this disability were provided with the possibility of vocational training and preparation for independent living. The audit was carried out in the Office of the Government Plenipotentiary for Persons with Disabilities, secondary vocatio nal schools, occupational therapy workshops, work establishments and community self-help homes. The audit findings indicate that students with autism or Asperger’s Syndrome receive adequate support. However, after leaving the education system, they have no chance of continuing vocational and social rehabilitation. As a result, many of them still remain dependent on state’s help. In order to improve the situation legislative changes need to take place and additional funds for the professional and social rehabilitation of adults with autism or Asperger’s syndrome should be found.

Organizacja Narodów Zjednoczonych uznała autyzm za jeden z najpoważniejszych problemów zdrowotnych. Państwo powinno więc zapewnić właściwą opiekę cierpiącym na tę chorobę lub zespół Aspergera w okresie ich edukacji. Należy stworzyć im warunki do zdobycia wykształcenia i przygotowania zawodowego, z uwzględnieniem specyfiki niepełnosprawności. Po zakończeniu edukacji osoby dorosłe powinny mieć zagwarantowane wsparcie i pełny dostęp do skutecznej rehabilitacji, umożliwiającej przygotowanie do pracy i samodzielnego życia. Niespełnienie tych wymogów może spowodować regres i utratę nabytych umiejętności, a w konsekwencji prowadzić do wykluczenia społecznego. NIK sprawdziła skuteczność systemu wsparcia dla osób z tymi dysfunkcjami. Okazało się, że nie zapewnia on wystarczającej pomocy.

Vocational education centres were established on 1 September 2019 as a result of the consolidation of technical and didactic resources and tasks of the previous practical education centres, additional training centres and centres of vocational development. In the academic year 2020/2021, in the vocational schools of the Świętokrzyskie Region there were over 24,000 students, while the graduates of technical colleges and vocational schools made over a half of all the graduates of secondary schools. As it transpires from the audit results, the centres usually had well equipped rooms and properly qualified teachers – therefore they could have played an important role in the educational system at the secondary level. In the years 2019–2021 they organised practical training on jobs, professional courses and additional theoretical training for young employees. However, in the majority of the centres these were not organised properly and were ineffective, due to the negligence of regulations, and due to disregarding the needs of the labour market and local conditions. The importance of these centres on the educational market of the region has been decreasing, and the situation has not improved following the launch of a modern centre in Kielce, the potential of which has not been fully used either.

Centra kształcenia zawodowego i ustawicznego w województwie świętokrzyskim na ogół dysponowały właściwie wyposażonymi pracowniami i zatrudniały nauczycieli o odpowiednich kwalifikacjach – mogłyby zatem pełnić ważną rolę w systemie edukacji na tym poziomie. W latach 2019–2021 organizowały praktyczną naukę zawodu, kwalifikacyjne kursy zawodowe i turnusy dokształcania teoretycznego młodocianych pracowników. Jednak w prawie wszystkich Centrach odbywało się to nieprawidłowo i nieefektywnie, co było wynikiem nieprzestrzegania przepisów, nieuwzględniania potrzeb i lokalnych uwarunkowań. Maleje znaczenie tych placówek na rynku edukacyjnym województwa, sytuacji nie poprawiło też uruchomienie nowoczesnego Centrum w Kielcach, którego potencjał nie jest wykorzystywany.
