The aim of this article is to present innovative changes in regulations of social entrepreneurship which have been enacted in recent years in Italy and in the UK. These reforms can be regarded as an expression of a new approach to social economy. Text is an attempt to determine the consequences for the labour market policy caused by the changing range of social entrepreneurship in Europe. I assume that to address this problem we must take into account The Theory of Transitional Labour Markets.

The article addresses the concept of asset-based welfare which is a growing research area focused on the role of household estate in old-age security. The paper begins with a general background on the concept of asset-based welfare with particular reference to housing wealth. The author discusses its main features, according to which the individual accumulation of wealth can be a viable alternative to the public system of social policy, especially with regard to old age income support. In the second part, he uses this concept to assess social policy in Poland. Special attention is given to the changes in the tenure structure of the housing system in Poland that resulted from transition to the market economy. The author also emphasizes main limitations of the concept of asset based-welfare and its potential distributional consequences.

The issue of a long-term care has not become, as yet, a focal point of any debate on social policy in Poland. However, a major shift of interest in this subject has been noted lately, which has also manifested itself in the parliamentary work and the draft preliminary legislation concerning the matter. This paper discusses the draft law on long-term care with reference to the theoretical concept of intergenerational solidarity. The main dilemmas connected with the reform of social policy have been enumerated and some light has been shed on the practical economic problems of its implementation.

Opieka długoterminowa nie była do tej pory centralnym punktem w debacie dotyczącej polityki społecznej w Polsce. Niemniej jednak obecnie obserwujemy większe zainteresowanie tą kwestią, czego wyrazem są parlamentarne prace nad wstępnymi założeniami do ustawy o pomocy osobom niesamodzielnym. Artykuł niniejszy analizuje powyższy projekt reformy opieki długoterminowej w odniesieniu do teoretycznej koncepcji solidarności międzypokoleniowej. Tekst wskazuje na ekonomiczne dylematy związane z reformą oraz omawia główne problemy związane z jej implementacją.
