The article presents the results of the analysis of the draft Urban Planning and Construction Code and Civil Code based on the basic principles of legislative technique, such as referring provisions, authorizations to issue implementing acts, definitions. This analysis revealed a number of flaws of that project. The author concludes that the reason for the most of those flaws is the implementation of a working scheme appropriate for consolidating an existing legislation in a situation that requires a classical codification.

This article presents the Polish practice of promulgation of international agreements since the end of World War II. It shows that the practice is at variance with the law and makes it difficult to determine the current legal situation vis-à-vis international agreements in Poland. In the conclusions the author puts forward de lege ferenda proposals which could improve the Polish promulgation practice.
