The aim of this article is to present the new model of social work introduced on a pilot basis at the Social Welfare Centre in Bielany district in Warsaw. What is innovative about this model is the way of conducting professional, in-depth social work by a social worker who is not troubled by preparation and payment of social assistance benefits. This solution meets the needs expressed for years, both in the concept of a new law on social assistance and in experts’ opinions, to separate tasks concerning the administrative procedures from the proper social work. In this article I would like to show how the proposed changes have been implemented in current state of law and how the division of tasks performed by social workers functions.

The aim of my article is to attempt to answer the question of whether the profiling of the support for the unemployed has not become, contrary to the intentions of the legislator, legitimization of social exclusion. The Act of 14 March 2014, amending the Act on employment promotion and labour market institutions and some other acts, introduced three profiles: the help I profile for active people, the help II profile for people needing support and the help III profile for people staying away from the labour market. When introducing the profiles, the legislator clearly determined which forms of activation can be applied to the profiles I and II, leaving very little for the people who are assigned profile III. There- fore, under the present legal regulations, people belonging to profile III are often left to themselves, even though they are the customers demanding the greatest help and support and, taking into account the public funds spent, the dearest as they use the social transfers.

An ageing population is a real challenge for both the European labour market as equally the respective social security systems across the continent. This process can be observed in Poland for the last 25 years – with ever increasing life expectancy and a fall in the number of children born, generational continuity is not assured. In the course of the next quarter of a century the population of Poland will contract by close on 2.8 million citizens*, with every second resident being over the age of 50. The aims set by the article are to present the situation of older employees on the labour market as well as analyse the possibility to maintain their working potential together with returning to work those who find themselves unemployed. Adopted is the thesis that an ageing population affects changes in the structure of those in work with regard to age and a fall in the number of individuals of a productive working age, the consequence of which is a decrease in the labour force as such. Therefore key will be the role played by the activating of those who have hitherto been insufficiently utilised by the system and this includes the old. Employers will have to learn how to employ the abilities and experience of old people in a way that is appropriate to their age and state of health.
