This article presents the achievements of the Council of Europe in the formulation of social rights in the context of the fundamental human rights. After a brief historical lynx, Social Chater's rules are presented on a comparative analysis, the first of 1961 and the revised version of 1996, as the Council of Europe's attemptetion to ensure that the signatory countries the largest number of provisions to guarantee decent working conditions and social security. It also include account ways to respect and protect the use of the Chaters's records in relation of states.

Artykuł przedstawia dorobek Rady Europy w zakresie formułowania praw socjalnych w ramach podstawowych praw człowieka. Po krótkim rysie historycznym przedstawiono na zasadzie analizy porównawczej – przepisy Kart Socjalnych, pierwszej z 1961 r., jak i zrewidowanej wersji z 1996 r., jako próba dążenia Rady Europy do zagwarantowania w państwach sygnatariuszach największej ilości przepisów gwarantujących godziwe warunki do pracy oraz zabezpieczenia społecznego. Uwzględniono również sposoby przestrzegania i zabezpieczenia stosowania zapisów Kart w stosunku do pastw członkowskich.

After initially showing the origins of the party, the program analyzes the programming document “Commitment” in 2001 and the program of election campaigns from 2005. The article contains an analysis of the political program of the party prior to the election victories in 2007 and 2011 taking into account political achievements in this matter
