Bardzo często firmy zajmujące się eksploatacją i poszukiwaniem złóż kopalin (wód leczniczych, wód mineralnych, solanek itp.) mają problem z ustaleniem, czy infrastruktura odwiertów (otwór wiertniczy wraz z zabudowanymi w nim urządzeniami) podlega opodatkowaniu podatkiem od nieruchomości. Z technicznego punktu widzenia odwiert składa się z: otworu wiertniczego zakończonego głowicą eksploatacyjną wraz z zapuszczoną w nim pompą głębinową i urządzeniami kontrolno-pomiarowymi, obudowy odwiertu i związanego z nią urządzenia zapewniającego użytkowanie obudowy zgodnie z jej przeznaczeniem (instalacje: oświetleniowa, wodna, kanalizacyjna, alarmowa, wentylacyjna, włazy i drabina), urządzeń przyodwiertowych (szafa zasilająco-sterująca, oświetlenie zewnętrzne) oraz elementów strefy ochrony bezpośredniej (drogi, chodniki, ogrodzenia, powierzchnie utwardzone).
