Social participation enables citizens to take part in the decision-making process. It is an increasingly popular instrument in Poland. The effectiveness of participation is the most important issue in this context. In accordance with the Act of 9 October 2015, urban regeneration mainly applies to mitigating negative social phenomena. The social aspect is also important at the stage of establishing urban regeneration programmes. Extensive social participation in the process of creat­ing these programmes is one of the main requirements. The aim of the article is to present the scale of the involvement of local communities in the procedure of creating regeneration programmes in selected small towns in Poland. Conclusions from the analysis include an assessment of participation success rate in regeneration activities.

In recent years there was a series of negative economic trends related to the functioning of the local government sector in Poland. They concerned, among others, a decrease in revenues and increased debt levels. This article aims to identify the financial condition of selected city counties (cities with powiat rights). Particular attention was paid to the analysis of individual types of income and expenses of these units and the dynamics of their debt. The summary contains conclusions concerning the economic situation of selected cities.

W ostatnich latach wystąpiło szereg niekorzystnych tendencji ekonomicznych związanych z funkcjonowaniem sektora samorządowego w Polsce. Dotyczyły one m.in. spadku dochodów i wzrostu poziomu zadłużenia. Celem artykułu jest zidentyfikowanie kondycji finansowej wybranych miast na prawach powiatu. Szczególną uwagę poświęcono analizie poszczególnych typów dochodów i wydatków tych jednostek oraz dynamice ich zadłużenia. W podsumowaniu zawarto wnioski dotyczące sytuacji ekonomicznej wybranych miast.

Innowacyjność na poziomie regionu stanowi czynnik sprawczy dla poprawy efektywności funkcjonowania jego gospodarki oraz podnoszenia poziomu życia mieszkańców. Artykuł przedstawia wyniki badania ankietowego przeprowadzonego wśród mieszkańców województw kujawsko-pomorskiego i warmińsko-mazurskiego. Uwzględniono w nim odpowiedzi uzyskane od respondentów z małych (do 20 tys. mieszkańców) i dużych miast (powyżej 100 tys. mieszkańców). Celem badania było zidentyfikowanie opinii badanych na temat pojmowania i uwarunkowań innowacyjności na poziomie regionalnym. Dodatkowo, analiza została uzupełniona wynikami badania przedstawicieli jednostek samorządu terytorialnego w warmińsko-mazurskim w zakresie realizowanych działań wspierających innowacyjność regionalną.

Innovativeness at the regional level is a key factor for improving the efficiency of the economy and raising the living standard of the inhabitants. The article presents the results of a survey conducted among residents of Kujawsko- Pomorskie and Warminsko-Mazurskie Voivodeships. They include the answers given by respondents from small (up to 20 thousand inhabitants) and large cities (over 100 thousand inhabitants). The aim of the study was to identify the opinion of respondents about understanding and determinants of innovation at the regional level. In addition, the analysis was supplemented by the results of the study of representatives of local government in the Warminsko-Mazurskie voivodeship in the scope of its activities in support of regional innovation.
