Podmioty regionalne i lokalne nie posiadają często wyraźnie rozdzielonej sfery kompetencji własnych i autonomicznych. Hierarchiczna formuła struktury politycznej jest przeplatana systemem wielopoziomowej współzależności i ulega często procesom regionalizacji. Wydajne połączenie tendencji centryfugalnych i centrypetalnych jest kluczowe dla utrzymania stabilności całej struktury państwowej. Stworzenie równowagi między tymi procesami pozwala zminimalizować zagrożenie rozpadu struktury, nie może jednak stworzyć podstawy dla rozwoju systemu transparentnego i przewidywalnego w swym działaniu. Konieczność zachowania różnorodności jest istotna dla kondycji państwa, dostarcza jednak problemów natury politycznej, związanych z utrzymaniem efektywności procesów ekstrakcji decyzji politycznych. Równość połączona z wydajnością stają się więc wyzwaniem dla procesów regionalizacji.

Regional entities and substructures have clearly demarcated spheres of state-like competence and clearly defined branches of power. Hierarchical framework of any political system is interspersed with the categories of multileveled interdependence and regionalism. Efficient combination of these categories is crucial for maintaining stability of the whole political structure. The sometimes perfect balance provided by ongoing multileveled political struggle is minimizing the possible danger of deterioration and consequently inevitable collapse, but finally not providing important if not essential political security, transparency and predictability so the system can be adjustable asa universal tool of multilevel governance. Necessity to maintain diversity, as an important condition of any union, adds spark to scientific discussion concerning the impact of the complex structure and its operational mechanism on the political environment and is setting a new bag of issues concerning its efficiency. Equality and equity are becoming main concerns in such a case. Significant differences among the mechanisms of implementation occurring in the analysis and broad perception of the dogma of national and cultural identity are the result of different historical background and other characteristics of the political systems.
