Ukraine with a powerful intellectual resource, with high pedagogical potential remains one of the leading countries in the European educational space. High quality and availability of education in Ukraine creates is quite a broad market of educational services. There is an opportunity to provide educational services not only to its citizens but also citizens of foreign countries. Education of foreign students is one of the strategic factors of development of society in the field of educational services. Experience education of foreign students in Ukraine revealed the problems associated with learning in a foreign language environment. Differences in the system of the school education in foreign countries lead to the different educational experience and level of training. Therefore, for each solution of professional tasks in the field of study of discipline should have its own specifics. The level of education and training creates a barrier to quality education, despite the hidden potential of most students. Learning difficulties experienced by the students in foreign countries, require a detailed study of the theory and the technology of education of foreign students. It should have correct substantive, methodological and organizational components of the discipline. The article is dedicated to the question of improvement of quality of fundamental education of foreign students at the technical university. The modern interpretation of visualization in mathematics education as reliance on sensual perception of the information can give the maximum effect in the preparation of foreign students. In the condition of bad language of education, support to the emotional perception of the information increases the efficiency of education of foreign students. Based on the experience of teaching of higher mathematics to foreign students at the technical university, the author characterizes the principle of visibility as the paramount didactic principle of the preparation of foreign students. In principle of visibility the author sees hidden reserve to improve the quality of the classical mathematical preparation of foreign students. The capability of the principle of visibility is to disclose at the optimum combination of visual information with its subsequent discussion.

The article is dedicated to the possibility of constructing a system of development of mathematical abilities of students of technical profile in the modern University. The components of the mathematical education in the technical University are defined. The necessity of building the concept of monitoring and assessment system development of students, as one of the strategic components of the directions of development of mathematical disciplines is proved. This task must be solved within the framework of individually oriented education, since the distribution of the parameters of cognitive abilities and adaptive capacity of the person is individual. In the context of the competence approach the personality-oriented optimal mathematical strategy of education with an appropriate system of monitoring and evaluation aimed at forming abilities of the student preparedness for further educational-professional activity must be well organized. One of the main objectives of fundamental based mathematical education is the development of cognitive abilities of students. Modern researchers in the field of psychology recognize the need of introduction not only of the parameters of cognitive abilities such as speed of learning, memory, intellectual abilities, but also the criteria by which to determine the level of human intelligence. It is proved that with systematic training to develop the cognitive abilities: speed of learning, memory, intellectual ability, increases cognitive potential of the individual. At the technical University the basic mathematical disciplines contribute to the development of cognitive capacities: memory improvement, increase in speed of acquiring knowledge, the identification of intellectual capabilities. Accumulated qualitative leap in the development of cognitive abilities provides favorable conditions for the formation of mathematical and professional culture of the future specialists in a complex modern society. In the technical University discipline “Higher mathematics” students obtaining bachelor’s degree study during the first two years. It gives the possibility of constructing the system for the development of mathematical abilities, as a component of cognitive potential of the individual. To ensure orderly development of cognitive abilities the system of monitoring and evaluation of the degree of improving memory, increasing speed of learning, identifying intellectual capabilities is necessary. In our opinion, there is a real need for building the concept of monitoring and evaluation of the development of the abilities of students, as one of the strategic components of the modernization of mathematics education in the system of continuous professional education.

Active approach to the cognitive process provides conditions cognitive development, cognitive development of the student personality’s abilities. In the article the cognitive abilities, their procedural characteristics, parameters and factors interaction are explored. The information obtained will help to answer the questions about the structural components, the mechanisms and the directions of the formation and the development of the cognitive abilities of the students. In the article from the psychological-pedagogic positions the problem of defining the structural components of the mechanisms of the students’ abilities development in the system of continuous higher education is discussed, content, structure, energy potential of the factors that are able to improve the ability of the personality of the student are examined. In the article the main classes of cognitive abilities – intelligence, creativity and learning are discussed. The classes of cognitive skills: motivation, adaptation, activation and the goal of learning activities are defined. Content, structure, energy potential of the factors of the cognitive abilities forming are studied. Motivation is seen as the strategy and the tactics of the process of the achieving educational goals. Adaptation as the integrating optimization process forms the direction and the speed of the optimal occurrence in educational space of higher education institutions including the mechanisms of transition of the system “personality and educational environment” to the steady state. Activation is studied as the dynamic indicator which characterizes the possibility of the energy potential of the cognitive process. The highest possible power and the duration are the natural dominants of the personality. The purposefulness as the ability to build action sequences from the motive to the goal, is stimulated by the mechanisms of self-organization in the cognitive process. Understanding of the influence factors, principles and mechanisms of each component defines the direction and the level of the possible development of the cognitive abilities of the students. Acquired qualitative leap in the cognitive abilities of the students provides favorable conditions for the formation of mathematical and professional culture of the future specialists in a complex modern society. The development of the cognitive abilities of the students is one of the strategic components of the modernization of the mathematics preparation in the system of the multilevel higher education.

This article is dedicatedtothe mechanisms of cognitive process from the viewpoint of the concept of neurodynamic systems with involving information about the neurophysiological processes of activity. Understanding cognitive mechanism as the result of nonlinear dynamic processes in a neural network leads to the necessity of introducing a temporal scale of time parameters of activity of the cognitive mechanisms. It is shownthat the functional metastable structures of the dissipative dynamic system are the model representations of mental images. Each mental image corresponds to the metastable structure of the integrated signal with a phase portrait which becomes part of the work space memory and is associated with cognitive space of memory. Phase portrait of the signal in the form of integrated metastable structure appears in the cognitive memory space as the functional mode. Mode saves all the information for reconstructing of the image signal in the “working” memory space. This article is dedicatedto the mechanism of creating model representation of the image-information taking into account the temporal nature of the parameters of the neural network. It is noted that dynamic processes in neural ensembles are characterized by “fast” time scale, but the change of dynamical regimes of neural ensembles is happening in “slow” time scales. Therefore, in the model representation of the signal is formed by multi-scale temporal information, respectively, the functional mode of the cognitive memory space contains “time codes” of the received signal. It is known that in long-time memory information is “lost” or changed so that it becomes “unrecognizable”.The authors offer a hypothesis about the mechanism of transformation in cognitive space memory of the image of signal. Attention is drawn to the need for the further research of the mechanisms of formation and development of cognitive space, since knowledge of these processes will give an impetus to the emergence of new technologies for professional and cultural development of the individual.
