The treatment of education as investment means, in reality, high expenditure in youth made possible by higher family incomes, limited number of childres but also by higher education level of parents. Not all families can afford for adequate expenditure on children education, therefore there is no acceptance for inequalities limiting social fairness and equal educational chances. The state tries to secure the realization of principle of equal education chances by adequate systems of assistance for families educating children and youth. These systems mean family benefits, scholarships and other financial forms of support

The principles of social policy in Poland are based on equality of rights guaranteed by the Constitution. Hence privileges for disabled persons like more state-aided education, additionally benefits for disabled children and their parents, tax reduction as well as financial incentives for disabled persons epmloyers. In reality, fewer discrimination appears in their access to employment and in equal treatment be employers. Nursing services in a place of residence are secured by public institutions, self-governments, non-profit organizations and voluntaries. Demographics analyses show that aging population and increasing phenomenon of disability create the growing demand on nursing services in place of residence and in nursing institutions, mostly for disabled and older people.
