Poszukiwanie obszarów ryzyka oraz rozpoznanie czynników zagrażających działalności jednostki samorządu terytorialnego wpływa na skuteczność zarządzania ryzykiem. Dla ułatwienia identyfikacji zagrożeń związanych z prowadzoną działalnością istotnym jest przyjęcie jednolitej metodologii oraz sporządzenie rejestru ryzyka, na podstawie którego możliwe jest wyodrębnienie kluczowych czynników ryzyka. Celem artykułu jest wskazanie istoty zarządzania  ryzykiem w jednostkach sektora finansów publicznych.  Przeprowadzone badania pozwalają stwierdzić, że bez względu na wielkość jednostki samorządu terytorialnego największym zagrożeniem dla jej funkcjonowania są czynniki zewnętrzne. W artykule wskazano główne kategorie ryzyk oraz najważniejsze czynniki zagrażające działalności jednostek samorządu terytorialnego, a także określenie głównych wpływających na osiągnięcie celu.

Searching for risk areas and identification of factors jeopardising operations of a local government unit affects the effectiveness of risk management. To facilitate identification of threats related to the operations, it is necessary to adopt a uniform methodology and to draw up a risk register, based on which it is possible to highlight the key risk factors. This article aims at identifying the essence of risk management in the units of the public finance sector.  The search carried out enables a conclusion that irrespectively of the size of a local government unit, external factors are the biggest threats for its operation. The article points out main risk categories and the most important factors of activity of local government units, as well as identifies the main factors influencing the achievement of their task.
