Obecnie w Polsce funkcjonuje kilka kategorii obiektów ważnych dla bezpieczeństwa państwa (faktycznie chronionych i doinwestowanych pod względem ochrony), gdy tymczasem brakuje jakichkolwiek wymagań wobec bezpieczeństwa wielu innych rodzajów budynków użyteczności publicznej (np. szkoły, centra handlowe lub kina i teatry). Nawet dość pobieżna analiza sytuacji problemowej w tym obszarze pokazuje, że istnieje wiele wątpliwości związanych przede wszystkim z nieadekwatnym do realnego zagrożenia zamachami poziomem ochrony antyterrorystycznej wielu kategorii obiektów użyteczności publicznej. 20. rocznica zamachów na WTC i Pentagon jest znakomitą okazją do podsumowania krajowych działań mających na celu zapewnienie bezpieczeństwa antyterrorystycznego w polskich obiektach. Autor artykułu przedstawia stan faktyczny ochrony antyterrorystycznej budynków wraz ze wskazaniem kierunków doskonalenia i zwiększenia efektywności takich aktywności.

Celem badań, których efekty zostały przedstawione w niniejszej publikacji, było zidentyfikowanie oraz wskazanie podstawowych obszarów zadaniowych, które są krytyczne w reagowaniu instytucji bezpieczeństwa publicznego na współczesne zamachy terrorystyczne. Z celem procesu badawczego koresponduje pytanie badawcze – jakie są podstawowe obszary zadaniowe instytucji bezpieczeństwa publicznego, które będą krytyczne w reagowaniu na współczesne zamachy terrorystyczne? Autor założył w hipotezie badawczej istnienie takich kluczowych obszarów zadaniowych, przyporządkowując je wstępnie do aktywności organizacyjnej, komunikacyjnej, edukacyjnej i logistycznej. Badania opisane w tekście oparto na metodach naukowych w postaci analizy dokumentów, analizy przypadków oraz obserwacji uczestniczącej. Uzyskane wyniki badań stały się podstawą do wypracowania kluczowych obszarów zadaniowych, które powinny być uwzględniane w przygotowaniu rozwiązań w zakresie instytucjonalnego reagowania na współczesne zamachy terrorystyczne. Wyniki badań dotyczą także szeregu uniwersalnych cech współczesnych zamachów terrorystycznych, które uwzględniają różnorodność metod oraz narzędzi stosowanych w ich przeprowadzeniu.

The research results presented in this publication aim to identify the basic task areas that are critical in the response of public security institutions to contemporary terrorist attacks. Corresponding to the objective of the research process is the research question - what are the key task areas of public security institutions that will be critical in responding to contemporary terrorist acts? The author assumed in the research hypothesis the existence of such key task areas, initially assigning them to organisational, communication, educational and logistical activities. The research described in the text was based on scientific methods in the form of document analysis, case studies and participant observation. The research results obtained became the basis for developing key task areas that should be taken into account in the preparation of solutions for institutional response to contemporary terrorist acts. The results of the research also concern several universal features of contemporary terrorist attacks, which take into account the diversity of methods and tools used in carrying them out.

Contemporary terrorism is a real threat to security in the national, regional and global dimensions. Poland also identifies terrorism as a phenomenon that must be prevented and combated. There is an anti-terrorism system in Poland, and a dedicated act has been implemented in this area. The aim of the article is to initiate a discussion and to propose initial solutions in connection with the functioning of a number of unspecified basic concepts in the area of terrorism in the Polish law and the doctrine of security sciences. The initial situation in this case is not very clear. There are many definitions and concepts that are not fully explained, and some of them are used contrary to the rules of language. The authors of the text analyse, inter alia, the concepts of anti- and counter-terrorist activities and anti-terrorist security. Scientifi cconsiderations are based on a review of the literature, legal acts and the opinions of scientific experts. All the collected material and conclusions constitute the starting point for further deliberations as part of the scientific discourse.

Współczesny terroryzm jest realnym zagrożeniem dla bezpieczeństwa w wymiarze narodowym, regionalnym i globalnym. Również Polska identyfikuje terroryzm jako zjawisko, któremu należy przeciwdziałać i które należy zwalczać. W Polsce funkcjonuje system antyterrorystyczny, a aktywności w tym zakresie doczekały się dedykowanej ustawy. Celem artykułu jest zapoczątkowanie dyskusji oraz zaproponowanie rozwiązań wyjściowych w związku z funkcjonowaniem w polskim prawie oraz doktrynie nauk o bezpieczeństwie szeregu niedoprecyzowanych pojęć podstawowych z obszaru terroryzmu. Sytuacja wyjściowa w tym przypadku nie jest zbyt jednoznaczna. Istnieje bowiem wiele definicji i pojęć nie do końca wyjaśnionych, a część z nich jest używana sprzecznie z regułami językowymi. Autorzy tekstu analizują między innymi pojęcia działań anty- i kontrterrorystycznych oraz bezpieczeństwa antyterrorystycznego. Rozważania naukowe opierają na przeglądzie literatury, aktów prawnych oraz na opiniach naukowych ekspertów. Całość zgormadzonego materiału oraz wniosków stanowi punkt wyjściowy do prowadzenia dalszych rozważań w ramach dyskursu naukowego.
