Koncepcja mediów publicznych zakładała ich separację od władz państwowych i wpływów partyjnych. Założenia nie udało się osiągnąć. Artykuł pokazuje mechanizm upolityczniania zarządów i rad nadzorczych stojących na czele spółek medialnych Telewizji Polskiej i Polskiego Radia. Jego celem było prześledzenie składu personalnego tych instytucji oraz określenie orientacji politycznych poszczególnych osób. Rozprawa zwraca też uwagę na Krajową Radę Radiofonii i Telewizji jako jeden z elementów upartyjniania mediów publicznych.

The conception of the public media assumed their isolation from state authorities and party impact. The assumption was failed to be achieved. The article shows the mechanism of politicization of the supervisory boards and boards of management in public media companies. The aim of this article was to analyze personnel makeup of these organs and to define political connections of individual members. This research emphasizes the action of the National Broadcasting Council as one of the element making the public media dependent on parties.

Binding regulations order to pay license fees for the use of radio and television sets. However, this license fee is not paid by most households in Poland. This article presents the activities of the National Broadcasting Council and the Human Rights Defender, which aimed at fixing this ineffective license fee system. However, there is no reaction of the legislature, which distances itself from putting suggesting legal solutions into effect. Internal Revenue Services, which should exact arrears, are also unwilling to fulfill their tasks. That is why the aim still has not been achieved.

The paper dailies sector in Poland has been in a severe crisis for the past few years. Month by month, lower rates of readership and, at the same time, lower revenue from advertisements, have been reported by the press. This is caused by changes in the area of social communication resulting from the development of new media. The aim of the analyses, that resulted in this article, was to answer the question how publishing companies respond to the crisis of paper dailies. This helped to reach the conclusion that their actions concentrate on creating new distribution channels of contents that have been made for printed newspapers until now. As a result of this, news websites, the press available on smartphones, tablets and e-readers are being developed. Publishing companies also try to make money on newspaper contents in the Piano System. The article depicts the first attempt to create a tablet newspaper in Poland, too.

Koncepcja powołania publicznej radiofonii i telewizji w Polsce zakładała, że nadawcy ci muszą realizować zadania misyjne. W tym celu wprowadzono obowiązek płacenia publicznej daniny na rzecz tego sektora mediów. Tylko dzięki temu publiczne media mogły zachować niezależność. Prezentowany artykuł skupia się na przedstawieniu przepisów prawnych dotyczących abonamentu radiowo-telewizyjnego oraz na opisie trudności w zakresie jego ściągalności. Z analizy wynika, że polski system poboru abonamentu nie może być skuteczny.

The conception of creating the public media in Poland pointed to the fact that these broadcasters had to fulfill the public mission. To this end the duty of paying the license fee in aid of this media sector was introduced. Only in this way the public media could remain independent. This article focuses on presenting regulations concerning the public charge and describing difficulties in the field of collection of this license fee. This analysis shows that the Polish system of the collecting of the license fee cannot be effective.
