Celem niniejszego artykułu jest ukazanie wpływu kryzysu migracyjnego i zmian legislacyjnych na politykę zatrudniania cudzoziemców w Polsce w latach 2016– 2022. W szczególności uwzględniono wpływ pandemii COVID-19 oraz wybuchu wojny na Ukrainie na status prawny i zawodowy imigrantów w Polsce. Analizowane są zmiany zasad w zakresie wydawania zezwoleń na pracę, ewolucję struktury zatrudnienia oraz rozmieszczenia cudzoziemców. Badanie dotyczy siedmiu najliczniejszych grup imigrantów w Polsce, pochodzących z Ukrainy, Białorusi, Rosji, Wietnamu, Mołdawii, Uzbekistanu i Gruzji. Wykorzystując dane urzędowe z lat 2016–2022, artykuł identyfikuje kluczowe zmiany w liczbie i rodzajach wydawanych zezwoleń, przekształcenia w klasyfikacji zawodowej oraz regionalne wzorce zgłoszeń o zatrudnieniu. Wyniki podkreślają zmieniającą się rolę cudzoziemców na polskim rynku pracy i pozwalają lepiej zrozumieć, w jakim stopniu wydarzenia prawne i geopolityczne mogą przeobrażać krajową dynamikę zatrudnienia.

The aim of this article is to show the impact of the migration crisis and legislative changes on the policy of employing foreigners in Poland in the years 20162022. In particular, the impact of the COVID-19 pandemic and the outbreak of war in Ukraine on the legal and professional status of immigrants in Poland is taken into account. The article analyzes changes in the rules for issuing work permits, the evolution of the employment structure, and the distribution of foreigners. The study covers the seven largest immigrant groups in Poland, originating from Ukraine, Belarus, Russia, Vietnam, Moldova, Uzbekistan, and Georgia. Using official data from 2016-2022, the article identifies key changes in the number and types of permits issued, transformations in occupational classification, and regional patterns of employment notifications. The results highlight the changing role of foreigners in the Polish labor market and provide a better understanding of the extent to which legal and geopolitical events can transform national employment dynamics.
