Artykuł przedstawia problematykę przestępczości seksualnej na terenie Republiki Słowackiej oraz wybrane działania i inicjatywy profilaktyczne oraz terapeutyczne podejmowane w tym kraju wobec ofiar i sprawców przestępstw seksualnych. W materiale wykorzystano dane statystyczne pochodzące z Centralnego Rejestru Korpusu Policji Republiki Słowackiej odnoszące się do przestępstw seksualnych. Tekst został stworzony na podstawie słowackiej i czeskiej literatury przedmiotu. Materiał jest kierowany do osób naukowo i zawodowo zajmujących się problematyką przestępczości, do studentów kierunków: kryminologia, prawo, psychologia, jak również do wszystkich innych czytelników, którym kwestie bezpieczeństwa publicznego są szczególnie bliskie.

The article concerns the issue of trade law in the context of its evolution and the current realities of its being in force in Republic of Slovakia. In the paper the authors present an historical view of the creation of legal regulations about trade from ancient times to present days. In the first part of the paper the political system and its components are discussed. The reader will be able to acquaint themselves with the functioning of the apparatus of executive power (the government and ministries), legislative power (the parliament consisting of 150 members) and judiciary (independent courts and prosecutors) in the Republic of Slovakia. Moreover, this part of the article provides information about practical aspects of the creation of selected components of the constitutional legal order (e.g. parliamentary elections). In the second part, the paper covers the evolution of trade law over the centuries, approaches to regulations in Mesopotamia, based on, inter alia, the Code of Hammurabi, and also in ancient Egypt and Greece. Tracing the development of trade law over the centuries, the authors also present the evolution of legal regulations in this field in the XIX century, with particular reference to France, Germany and Austria-Hungary (especially the territory which today forms the Czech Republic and the Slovak Republic). In the last part of the article, the forming of regulations of trade law in Czechoslovakia from 1918 and during subsequent periods which created the history of that country, to the overthrow communism and the peaceful division of the state in 1993 into two separate, independent state organisms – the Czech Republic and Slovakia - is approached.

In subject literature devoted to police formations in various countries, we can find a lot of terms describing essentially the same institution concerning the police officer’s secret actions — “undercover”, the so called “police agent”. In the legal and penal order of many countries the terminology concerning the police agent’s institution has not been standardized until now, no single term covering this issue has been elaborated so far. The most frequent terms that may be encountered are: “secret investigative agent“, “secret police officer“, “undercover agent“, “covert“ or “secret agent“. Not only are we dealing with a situation in which in practice there is no one international and universal term describing this issue, but also in majority of European countries there are various determinants and criteria enabling the practical use of this “tool, designated for the fight against criminality. The factors that affect it include, for example: the implications provided to law enforcement authorities by domestic and international activities of organized crimes which, in turn, forces us to identify and define emerging threats and to modify and adjust practical actions concerning the police, prosecutor’s office and courts in their fight with this specific kind of criminal activity. For this reason, we may be able to find various doctrines concerning the procedure of using the institution of the police agent’ in the fight against criminality all over the world. The article has been prepared as part of theresearch project called “Understand the Dimensions of Organized Crime and Terrorist Networks for Developing Effective and Efficient Security Solutions for First-line-practitioners and Professionals” (Project: TAKEDOWN, H2020-FCT-2015, No.: 700688).

Osiąganie strategicznych celów organizacji wymaga dysponowania wykwalifi kowanym personelem, którego fachowość i merytoryczność opiera się m.in. na zdobytych w procesie powszechnego kształcenia kwalifi kacjach (ogólnych i zawodowych), nieustannym doskonaleniu własnych umiejętności i pogłębianiu posiadanej wiedzy, niejednokrotnie przy wykorzystaniu najnowszych rozwiązań i technologii dydaktycznych stosowanych w różnorodnych procesach podnoszenia kompetencji. Kształcenie funkcjonariuszy jest jednym z wielu komponentów bezpośrednio wpływających na poprawę efektywności i konkurencyjności organizacji, którą oni tworzą. Wpisuje się ono we współczesny nurt dążenia do rozwoju cywilizacyjnego i praktycznie stanowi standard w dzisiejszych realiach funkcjonowania życia społecznego każdego zdrowego, demokratycznego organizmu państwowego, a ponadto wychodzi na przeciw współczesnej gospodarce opartej na wiedzy. W artykule, który składa się z dwóch części (niniejsze opracowanie stanowi część II), zostały przybliżone wybrane kwestie skorelowane wokół problematyki systemu kształcenia Korpusu Policji Republiki Słowackiej. W ujęciu opisowym i statystycznym przedstawiono wyniki badań przeprowadzonych przez międzynarodowy zespół badawczy, afi - liujący m.in. Katedrę Informatyki i Zarządzania Akademii Korpusu Policji w Bratysławie, w ramach projektu statutowego uczelni pod nr 185 pn. Determinanty warunkujące sukces organizacji o policyjnym charakterze. Działanie badawcze zostało zainicjowane na zlecenie Sekcji ds. Osobowych i Socjalnych Departamentu Kadr Ministerstwa Spraw Wewnętrznych Republiki Słowackiej
