Artykuł stanowi przyczynek do poszerzenia wiedzy i umiejętności w zakresie wykorzystania nowoczesnych narzędzi optymalizacyjnych w sferze logistyki przedsiębiorstw. Podstawowym jego celem jest przedstawienie możliwości wykorzystania rachunku TDABC (Time-Driven Activity Based Costing – rachunek kosztów działań sterowany czasem) w przedsiębiorstwie. Dzięki wykorzystaniu wyników badania fokusowego, przeprowadzonego wśród 22 polskich przedsiębiorstw budowlanych, dokonano analizy zastosowania rachunku TDABC w sferze procesów zaopatrzeniowych tych przedsiębiorstw. Ustalono podstawowe przesłanki użycia rachunku kosztów działań sterowanego czasem. Wskazano metodykę konstrukcji rachunku dla uzasadnienia potrzeby i możliwości starowania kosztami procesu zaoaptrzenia.

This article contributes to the extension of knowledge and skills in the use of modern optimization tools in the area of logistics companies. The main purpose of the article is to present the ability to use TDABC (Time-Driven Activity Based Costing) to manage the cost of an enterprise’s procurement process. Thanks to the use of the results of a focus study conducted among 22 Polish construction companies, it has been made an analysis of the use of the TDABC in the sphere of procurement processes of these companies. It has been also made an assessment ability to use the TDABC in the sphere of procurement. Thanks to use the results of the study, one has established the basics of the use of time-controlled cost accounting. The methodology of the design of the TDABC was indicated to justify the need and ability to cope with the costs of the procurement process.

Increasingly, China is showing endeavours to understand the idea of sustainable development. This is evident in the policy of Chinese ports development, which assumes efforts to assign it, or at least to adapt it to conditions of the sustainable development. However, from the three optic of the sustainable development i.e. economic, social and environmental, the latter is the most visible in provisions of the policy assumptions of Chinese seaports. The purpose of this article is to point out the reasons of implementing environmental principles of the Chinese ports sustainable development. The relationship between the concept of sustainable development of the port and the green port has been characterized. The areas of a negative impact of the port on the environment are identified and described. Based on cases of Chinese ports, the key reasons why the concept green port is being implemented have been highlighted.

Współpraca przygraniczna może być czynnikiem stymulującym sprawność i skuteczność systemu wsparcia logistycznego akcji ratowniczych w sytuacji katastrof naturalnych. Celem artykułu jest określenie, w jaki sposób istniejące podstawy formalno-oprawne regulują przygraniczną współpracę polsko-niemiecką w zakresie wsparcia logistycznego akcji ratunkowych katastrof naturalnych i czy są one wystarczające wobec obecnych potrzeb. W części teoretycznej, w oparciu o przegląd literatury, przedstawiono poziom rozwoju i kierunki badań dotyczących problematyki przygranicznej współpracy w zakresie wsparcia logistycznego akcji ratunkowych katastrof naturalnych. W części empirycznej poddano analizie dokumenty stanowiące ramy formalno-prawne dla przygranicznej współpracy polsko-niemieckiej w zakresie wsparcia logistycznego akcji ratunkowych katastrof naturalnych. Na podstawie analizy materiału empirycznego określono, w jaki sposób jest uregulowana przygraniczna współpraca polsko-niemiecka w zakresie wsparcia logistycznego akcji ratunkowych katastrof naturalnych, jakie działania mieszczą się w pojęciu wsparcia logistycznego oraz jakie są określone narzędzia. Na podstawie odpowiedzi na wymienione pytania przedstawiono rekomendacje w zakresie możliwości i potrzeb uzupełnienia wspomnianych luk formalno-prawnych.

Cross-border cooperation can be a factor in stimulating the efficiency and effectiveness of the logistical support system for rescue operations in case of natural disasters. The aim of the article is to determine how existing formal and legal basics are regulating Polish-German cross-border cooperation in the field of logistic support for rescue operations in natural disasters and whether they are adequate to the current needs. In the theoretical part, based on a review of literature, has been presented a level of development and research directions regarding to cross-border cooperation in the field of logistic support for rescue operations in natural disasters. In the empirical part was analysed the documents constituting the formal and legal framework for Polish-German cross-border cooperation in the field of logistic support for rescue operations in natural disasters. Based on the analysis of empirical material was determined, how Polish-German cross-border cooperation is regulated in the field of logistic support for rescue operations in natural disasters, what activities are included in the concept of logistics support, and what are the specific tools. It has been presented recommendations based on the answers to these questions.

W artykule przedstawiono wyniki systematycznego przeglądu literatury dotyczącej problematyki wsparcia logistycznego działalności gospodarczej. Dokonano próby zdefiniowania pojęć wsparcia logistycznego i potencjału wsparcia logistycznego, jednocześnie porównania zakresu znaczeniowego tych pojęć z pojęciem zabezpieczenia logistycznego. Rozważania oparto na tezie mówiącej, iż potencjał logistyczny (endo- i egzogeniczny) determinuje poziom i zakres wsparcia logistycznego przedsiębiorstwa. Rozważania mają charakter teoretyczny, przez co nie rozwiązują problemów konkretnego przedsiębiorstwa w określonej sytuacji, niemniej podejmują badania na wyższym szczeblu ogólności. Autorzy trwają bowiem w przekonaniu, iż w ekonomii pozytywnej weryfikatorem prawdziwości twierdzeń jest obiektywizm poznawczy badanej rzeczywistości logistycznej, w celu dokonania opisu związków i zależności pomiędzy potencjałem a wsparciem logistycznym.

Logistic support for a rescue operation in the aspect of minimizing the ecological footprint as an environmental requirement within sustainable development on the example of a natural disaster

Background: The aim of the considerations is to present the concept of the ecological footprint of logistic support for a rescue operation on the example of a natural disaster. Increasing pressure of environmental requirements placed on all logistic activities, including logistic support, justifies the attention drawn to the subject. Methods: Selecting a natural disaster – as a reference for the concept of the ecological footprint – constitutes an attempt to draw attention to the fact that logistic support for a rescue operation in the case of a natural disaster – apart from an unquestionably positive role – also negatively affects the environment, which should be exposed, and this will be manifested by creation of measuring and analysing instruments necessary within undertaken activities aimed at minimalization of the negative impact of logistic support on the environment. The ecological footprint can be considered to be such an instrument. Results: Based on the general formula of the ecological footprint and its methodology presented in “Working Guidebook to the National Footprint Accounts 2014”, a formula of the ecological footprint of logistic support for a rescue operation on the example of a natural disaster was created. Conclusions: The assumptions of the concept of the ecological footprint of logistic support for a rescue operation on the example of a natural disaster were based on the assumptions of logistic support for a rescue operation and on the assumptions of the resource concept and external costs of logistic support for a rescue operation on the example of a natural disaster.

Wstęp: Celem rozważań jest przedstawienie koncepcji śladu ekologicznego wsparcia logistycznego akcji ratunkowej na przykładzie katastrofy naturalnej. Coraz większa presja wymogów środowiskowych wywierana na wszelką działalność logistyczną, w tym również tą, w formie wsparcia logistycznego, uzasadnienia atencję dla podjętej problematyki. Metody: Wybór katastrofy naturalnej - jako płaszczyzny odniesienia koncepcji śladu ekologicznego - jest z kolei próbą zwrócenia uwagi, że wsparcie logistyczne akcji ratunkowej w sytuacji katastrofy naturalnej, oprócz bezsprzecznie pozytywnej roli, również oddziałuje negatywnie na środowisko, które należy eksponować, czego przejawem będzie tworzenie instrumentów pomiaru i analizy, niezbędnych przy podejmowaniu działań, mających na celu minimalizację negatywnego oddziaływania wsparcia logistycznego na środowisko. Ślad ekologiczny można uznać za taki instrument. Wyniki: W oparciu o ogólną formułę śladu ekologicznego oraz jej metodykę przedstawioną w „Working Guidebook to the National Footprint Accounts 2014”, utworzono formułę śladu ekologicznego wsparcia logistycznego akcji ratunkowej na przykładzie katastrofy naturalnej. Wnioski: Założenia koncepcji śladu ekologicznego wsparcia logistycznego akcji ratunkowej na przykładzie katastrofy naturalnej oparto na założeniach wsparcia logistycznego akcji ratunkowej oraz na założeniach koncepcji zasobowej i kosztów zewnętrznych wsparcia logistycznego akcji ratunkowej na przykładzie katastrofy naturalnej.
