W pierwszej dekadzie XXI wieku można było zauważyć istotny wzrost zainteresowania budynkami ekologicznymi lub – szerzej – zrównoważonymi, zwłaszcza w przypadku rozwiniętych rynków nieruchomości. Wzrost zainteresowania budownictwem ekologicznym był widoczny w dwu wymiarach. Należały do nich: powstanie i rozwój instytucji, wspierających powstawanie oraz adaptację systemów wielokryterialnej oceny środowiska zbudowanego, w kontekście jego zgodności z zasadami zrównoważonego rozwoju oraz zwiększenie udziału projektów ekologicznych w nowo realizowanych inwestycjach na komercyjnym rynku nieruchomości w krajach OECD. W artykule zdiagnozowano stan rozwoju instytucjonalnego sfery budownictwa ekologicznego. Dodatkowo poddano analizie dynamikę i zasięg przestrzenny rozprzestrzeniania się komercyjnego budownictwa ekologicznego na przykładzie systemu wielokryterialnej oceny LEED.

In the article we discuss the importance of the real estate related instruments used by local government to attract investment and stimulate local economic development. The article discusses economic literature related to public economics at the local government level, with the special emphasis put on the link between urban and real estate economics and development. In the empirical part of the paper, we analyze the results of the survey conducted at the local government level in Poland (Malopolska). There are two major research objectives: (1) to identify the scope of the real estate economic instruments used by the communes as part of their development policies’ strategies; (2) to examine the coexistence of certain types of instruments as part of the commune development strategies. To find relevant answers, both multidimensional scaling and cluster analysis are applied. Additionally, we discuss whether there are evidence of mimicking behavior in local development policies.

Objectives: The impact of the COVID-19 pandemic has serious economic and social consequences – global, regional, and local. The overall goal of the paper is to investigate the dynamics of housing markets in selected European countries during the first phase of the COVID-19 pandemic. Research Design & Methods: We evaluate housing indicators in three European countries: Spain, Italy, and the UK. We explore house prices and other housing market indicators, such as transaction volume or rents. The paper also discusses major policy concerns regarding the effects of COVID-19 on housing welfare and urban transformations. Findings: We found out that the COVID-19 pandemic had a strong impact on housing transaction volume and housing preferences. We observed a transitionary house price decrease in the UK, but no significant effect was detected in Italy and Spain. Implications / Recommendations: Due to concerns related to housing affordability and overwhelming housing costs, housing policy should target vulnerable group of tenants and property owners. Contribution / Value Added: Despite some obvious transmission mechanisms, the effects of the pandemic on the real estate sector have not been investigated comprehensively in the real-estate, housing, or urban literature to date. This paper aims to fill this gap by discussing the consequences of the pandemic on the housing sector in Europe.
