The article aims to present the controversy among the representatives of the European private sector that has raised because of one of the priorities of the European Commission communication in 2013 – “Directive open, safe and secure cyberspace”. Its legal articles (concerning the need to inform about hacker attacks on private servers) divided opinion on the Old Continent. This paper presents the main assumptions of the document, the analysis of the disputed wording, and forecasts of possible solutions concerning analysis of the so call ed “cyber-stalemate”.

W niniejszym artykule dokonano analizy możliwych implikacji procesu akcesyjnego Chorwacji dla dalszych rozszerzeń Wspólnoty (oficjalny status państwa kandydującego do członkostwa w Unii posiada pięć państw – Albania, FYROM, Czarnogóra, Serbia oraz Turcja). W celu jej przeprowadzenia przedstawiono rys historyczny stosunków unijnochorwackich, specyfikę kształtowania procesu akcesyjnego Chorwacji na każdym z etapów, stan jego realizacji przez wskazanych oficjalnych kandydatów, oceny ich charakteru relacji z Unią Europejską oraz możliwe perspektywy przyszłego członkostwa.

This article analyzes the possible implications of Croatia’s accession process for further expansion of the Community (officially aspiring to membership in the European Union aspires five countries – Albania, FYROM, Montenegro, Serbia and Turkey). In order to carry out the present historical relations between the EU – Croatia, the characteristic way of Croatia’s accession process on each of its stages, the state of its accomplishment by the designated official candidates, assessment of their nature of the relationship with the European Union and possible prospects for future membership.

The paper presents four theoretical influence models on the actors in international relations. The analysis was conducted on the example of the European Union influence on Croatia, Turkey, Israel and Tunisia. In this article adopted constructivist science perspective. The text, presented the following models: institutional integration, institutional drift, non-institutional co-existence and non-institutional dependency. First concerns the situation when actors are deprive of part own sovereignty, implemented partner’s legal regulations. Second refers to frameworks, when two cooperating partners (which want to integrate on the same institutional structure) have a big international potential. Consequently – they can not influence each other. Third – similar perspective, but partners don’t want or can’t integrete on the same institutional structure. Fourth – when the partner who has wider international potential than other, effects on him.
