Celem artykułu jest wyjaśnienie skomplikowanego systemu politycznego, jaki został tam wprowadzony na mocy kończącego wojnę porozumienia pokojowego w Dayton w 1995 roku. W szczególności uwzględniono rolę, jaką w tym państwie odgrywa Biuro Wysokiego Przedstawiciela (OHR), oraz sam Wysoki Przedstawiciel wyposażony w bardzo szerokie uprawnienia, łącznie ze stanowieniem prawa, nowelizacjami konstytucji jednostek administracyjnych, usuwaniem i powoływaniem urzędników państwowych oraz tworzeniem nowych urzędów. W tych okolicznościach Bośnia i Hercegowina pozostaje państwem silnie uzależnionym od społeczności międzynarodowej, o słabych organach władzy ustawodawczej i wykonawczej i dużym zakresie autonomii jednostek administracyjnych.

The article aims to explain the complex political system that was introduced in Bosnia and Herzegovina under the war-end peace agreement in Dayton in 1995. In particular, the role of the Office of the High Representative (OHR) in this country was taken into account, as well as the High Representative himself, who had very broad powers, including lawmaking, amendments to the constitution of administrative units, the removal and appointment of government officials and the creation of new offices. In these circumstances, Bosnia and Herzegovina remains a country strongly dependent on the international community, with weak organs of legislative and executive power and a large scope of autonomy of administrative units.
