The article combines socio-psychological approach to conflict etiology (so-called circle of conflict of Christopher Moore) with political analysis of the European Union’s conflicts. Its purpose is analysis of main approaches of the EU as a transnational governance system towards conflict resolution and then evaluation of conflict-management strategies in the European Union. The article categorizes conflicts in the EU and highlights the need to search for effective means of their resolution within the EU multi-level political system with special emphasis put on deliberative democracy as proper environment for managing conflicts within the EU and outside its system, however, with the EU direct or indirect participation.

The Lisbon Treaty has introduced numerous changes to the shape and role of the Council Presidency. However, it seems that the actual effect of those changes is not so big as might appear from the text of the Treaty. While a legal and institu¬tional analysis of the Presidency on the basis of the Treaty of Lisbon gives a clear picture of the significantly changed role, quantitative and qualitative empirical research conducted by the author among officials involved in the Presidencies of Spain and Belgium do not fully confirm this picture. This article aims at analysing the reasons and manifestations of certain discrepancies between the planned shape and powers of the Council Presidency in the Treaty of Lisbon and its actual role in practice.

Artykuł na na celu analizę pojęć i teorii oraz określenie odpowiedniego metodologicznego podejścia do wielopoziomowego rządzenia w przestrzeni międzynarodowej. Analizowany jest w nim związek MLG z globalizacją i europeizacją, a także wpływ decyzji podejmowanych w jego ramach na obywateli.

The paper is aimed to analyze main concepts of a multi-level governance (MLG) in transnational space as well as to determine appropriate methodological approach to it. The article explores relationship between MLG, globalization and Europeanization, it also analyses impact of decisions made on various levels of MLG on citizens.

The paper is aimed to analyze main concepts of a multi-level governance (MLG) in transnational space as well as to determine appropriate methodological approach to it. The article explores relationship between MLG, globalization and Europeanization, it also analyses impact of decisions made on various levels of MLG on citizens. The analysis aims at modifying existing approach towards MLG research methodology by incorporating interdisciplinary elements into it, especially combining economics, sociology and psychology. It is postulating a shift from omnipresent system method to decision and scenario method.
