Artykuł ma na celu ukazanie ogromnego zaangażowania papieża Jana Pawła II w obronę i umacnianie szeroko pojętych praw człowieka we współczesnym świecie. Wprowadzeniem do omówienia rozważań Jana Pawła II w tym zakresie jest przedstawienie, w sposób syntetyczny, genezy ochrony praw człowieka i historycznego rozwój tego procesu. Następnie prezentowane są poglądy kościoła katolickiego na idee ochrony praw człowieka. Uczynione zostało to z perspektywy pontyfikatów kolejnych papieży od końca XIX wieku do czasów współczesnych. Istota artykułu sprowadza się do zaakcentowania autentycznej troski papieża Polaka o ochronę praw przysługujących każdemu człowiekowi. Przedstawia jego wizję praw człowieka i ich ochrony. Omawia aktywne działania jakie podejmował w zakresie ich propagowania, upominania się o nie a także przeciwstawiania się ich ignorowaniu bądź łamaniu. Podjęta zostaje próba uchwycenia nowego spojrzenia na człowieka i przysługujące mu prawa, które widoczne jest w teraźniejszym nauczaniu kościoła dzięki postawie Wojtyły. Bogactwo intelektualne oraz wymiar polityczny i społeczny działalności Jana Pawła II w tym zakresie zaprezentowano w oparciu o papieskie encykliki, dokumenty, przemówienia, artykuły i komentarze szeroko pojętej opinii publicznej.

The article aims to present a great commitment of Pope John Paul II to the protection and enhancement of broadly defined human rights in the modern world. As an introduction to the discussion of John Paul II’s deliberations on this field serves a presentation, in a succinct manner, of the origin of human rights protection and a historical development of the process. Subsequently, the author provides the views of the Catholic Church on the ideas of human rights protection. It is demonstrated from the perspective of pontificates of subsequent popes from the end of the 19th century to modern times. The article gist is focused on emphasizing true care of the Pope Pole for the protection of rights to which every human being is entitled. It depicts his vision of human rights and their protection. The article discusses actions which he undertook in order to promote them, speak up for them and oppose the disregard or breach of them. An attempt is made to grasp a new look at a human being and the rights to which he or she is entitled noticeable in present church teachings thanks to the attitude of Karol Wojtyła. An intellectual richness as well as political and social dimensions of John Paul II’s activities in this respect are presented on the basis of papal encyclicals, documents, speeches, articles and commentaries of broadly defined public opinion.

Celem niniejszego opracowania jest przeanalizowanie problematyki związanej z kwestią etyki zawodowej członków korpusu służby cywilnej w Polsce, oraz znalezienie odpowiedzi na pytania o stan służby cywilnej w RP, jej kondycję etyczną, podstawy i problemy etyki zawodowej, którą się kieruje. Istotna część rozważań poświęcona jest kodeksowi etyki służby cywilnej. Czy taki kodeks jest potrzebny? Czy jego tworzenie to tylko przejaw przemijającej mody? Czy administracja rządowa i służba publiczna to miejsca, w których celowe jest wprowadzenie modelu zarządzania typu korporacyjnego? Nadrzędną wartością, jaką autor wiąże z prezentacją swojego punktu widzenia, jest zainicjowanie dyskusji, w tym dyskusji naukowo-akademickiej, dotyczącej powyższych kwestii. Rozważania w niniejszej pracy oparto, w pierwszej kolejności, o wieloletnie doświadczenia zawodowe twórcy – pracownika administracji podatkowej skorelowane z przepisami prawa obowiązującymi w badanej materii oraz wybraną literaturą.

The aim of this study is to analyze issues related to ethics of the civil service corps members in Poland and find answers to questions about the state of the civil service corps in the Republic of Poland, their ethical condition, basis of professional ethics and the problems that follow. A significant part of the discussion is devoted to the ethical code of civil service corps. Is such a code needed? Whether its creation is just a manifestation of a transitory fashion? Is the government administration and the public service, the place where it is useful to introduce such a corporate management model? The principal value of what the author hopes with this presentation of his view point, is to encourage a discourse, including scientific and academic discourse on the issues mentioned above. Considerations in the study were based primarily on years of professional experience of the creator - an employee of tax administration, in correlation with the regulations in the this matter and selected literature.
