Aspekty etyczne w używaniu nowych technologii przez administrację samorządową

The subject of the article is to determine which new technologies are used by local administrative authorities in Poland and to what extent they are ethical. The contemporary world is characterized by the dynamic development of new technologies, which are increasingly being utilized in various aspects of life, including public administration. Local administrative authorities in Poland are increasingly adopting innovative solutions, recognizing their potential to improve operations and the quality of services provided. The aim of this article is to specify how new technologies are used by local authorities and to assess their moral conduct, broadly understood as the impact on society – for example, in the areas of discrimination, personal data processing, security, and their legality with respect to the law. Drawing on scientific and legal publications, such as the guidelines of the European Commission on ethics regarding artificial intelligence and its deployment, the article discusses the perception of the appropriateness and correctness of the use of various technologies by local administrative authorities, which may have either positive or negative implications for individuals.

Przedmiotem artykułu jest określenie, z jakich nowych technologii korzystają samorządy administracyjne w Polsce oraz w jakim stopniu technologie te są etyczne. Współczesny świat charakteryzuje się ich dynamicznym rozwojem; coraz szerzej wykorzystywane są w różnych dziedzinach życia, w tym w administracji publicznej. Obecnie samorządy administracyjne w Polsce częściej sięgają po innowacyjne rozwiązania, dostrzegając w nich potencjał pozwalający na usprawnienie działalności i poprawę jakości świadczonych usług. Ponadto w niniejszym artykule określono sposób implementacji nowych technologii używanych przez samorządy, a także – moralnego postępowania, szeroko rozumianego jako wpływ na społeczeństwo, np. w zakresie dyskryminacji, przetwarzania danych osobowych, bezpieczeństwa oraz zasadności stosowania tych technologii względem prawa. Bazując na publikacjach naukowych oraz prawnych, takich jak wytyczne Komisji Europejskiej w sprawie etyki dotyczącej sztucznej inteligencji i jej wprowadzania oraz użytkowania, omówiono postrzeganie słuszności i poprawności wykorzystywania przez samorządy administracyjne różnych technologii, które mogą rzutować negatywnie bądź pozytywnie na ludzi.
