The aim of the article is threefold. Firstly, to analyze the barriers of integration of policy development and implementation in the area of employment pol­icy, which is a part of fragmented Polish system of social policy at the local level. These barriers are analyzed as a set of fac­tors which impede cooperation between different levels of policy, in particular the planning process of local employment strategies. Secondly, to show how these barriers are manifested in the process of building cooperation among diverse areas of social policy, stressing the important role of local politics and politicians in this process. Finally, the barriers of cooperation between different sectors are examined.

Celem artykułu jest analiza barier integracji planowania i implementacji polityki zatrudnienia w sfragmentaryzowanym systemie polskiej polityki społecznej na poziomie lokalnym. W pierwszej kolejności analizowano bariery w wymiarze współpracy między różnymi poziomami, w szczególności te dotyczące strategii lokalnych. Następnie pokazano bariery współpracy między różnymi obszarami poli­yki społecznej, wskazując na znaczenie polityki lokalnej. I na koniec przeanalizowano bariery współpracy między różnymi sektorami.
