The article analyzes the possibility of refusing to rent a room to a Deputy for a meeting with residents by a local government cultural institution. The author concludes that such an institution is not an addressee of the obligation to provide comprehensive assistance to Deputies and make the premises available, as stipulated in Article 24 of the Act on the Exercise of the Mandate of Deputy and Senator. This is because this obligation applies to government and local government bodies, not to a municipal cultural center, which is an organizational unit with legal personality. In addition, the author points out that the obligation of a government administration or local government body to provide access to premises applies only to an occasional duty of a Deputy, unless the Deputy has opened a parliamentary office in this locality. This does not apply to a meeting with residents, since the Act on the Exercise of the Mandate of Deputy and Senator does not impose an obligation on Deputies to hold such meetings.
