Wraz z wejściem w życie ustawy z 8 marca 1990 roku o samorządzie terytorialnym (obecnie: ustawa o samorządzie gminnym) nastąpiło odtworzenie w Polsce idei funkcjonowania samorządu terytorialnego, wprawdzie początkowo jedynie na poziomie gminy, jednak z punktu widzenia żywotnych interesów mieszkańców – był i jest to poziom najistotniejszy. Przesłanką tego rozwiązania było systemowe rozwiązanie kwestii zapewnienia bezpieczeństwa społeczności lokalnej jako uzupełnienie działalności policji.

Since the Act of the 8th of March 1990 on Local Government entered into force (currently: the Act on Commune Self-Government), the idea of the functioning of local government units in Poland has been restored. Although at first, it was only at the level of a commune, from the perspective of the vital interests of citizens – it was and still is the most important level.
