The audit, which was aimed at verifying whether health resorts met the requirements set for them, and whether the Minister of Health and regional governors provided appropriate supervision of health resort medical services, was conducted by NIK in 2016. The audit comprised the activities of the Minister, three regional governors (of the Lubelski, Małopolski and Zachodniopomorski Regions), as well as the mayors of nine health resort towns (Darłowo, Kamień Pomorski, Kołobrzeg, Krasnobród, Muszyna, Nałęczów, Połczyn-Zdrój, Rabka-Zdrój, Sękowa) that applied for confirming their mandate to provide health resort medical services in eleven locations. According to NIK, the status of a health resort alone does not guarantee that the given location met in the past and is still meeting the requirements set for a health resort. This also applies to medical properties of the climate, and to the use of natural resources.
