Public authorities while satisfying the needs of the society should strive towards greater efficiency in management of financial resources and better capability in execution of public tasks. Nowadays, when most of local governments is underfunded, the role of subsidies in financing tasks must not be overlooked. Nevertheless, of critical importance for efficiency of the executed tasks will be systematization of activities within granting and accounting of subsidies for local government units.

Training of the army is the basic task of the Armed Forces of the Republic of Poland during peace. It is aimed at individual preparation of specialist soldiers, tailored to the functions they perform. The effectiveness of training depends on both solid analysis of training needs, and on providing appropriate staff in military training units, their appropriate equipment and provision of necessary material and technical supplies. NIK decided to examine the actual practice in the area. The audit was conducted at the Armed Forces General Command (Polish: Dowództwo Generalne Rodzajów Sił Zbrojnych) in Warsaw and at seven military training units, including five training cen tres and two schools for non-commissioned officers. The auditors reviewed: planning of training needs; ensuring trainers and appropriate training infrastructure; implementa tion of planned training activities and methodological training; supervision and control over military training units. The findings of the audit indicate that prompt changes are necessary, while the irregularities detected during the audit should serve as a warning for the whole national defence sector, which is responsible for such an important task.

System szkolenia podoficerów i szeregowych zawodowych w Wojsku Polskim jest nie wydolny i nieskuteczny, uniemożliwia podniesienie kompetencji aż 1/3 osób tego wymagających, a szkolenie pozostałych odbywa się mimo niedoborów kadry, na przestarzałym sprzęcie; brakuje też urządzeń szkolno-treningowych oraz podstawowych środków bojowych. Z ustaleń Najwyższej Izby Kontroli wynika, że nabyte przez żołnierzy umiejętności często nie przystają do wymogów współczesnego pola walki.
