Wpływ programu „Rodzina 500+” na poziom dochodów rozporządzalnych

Głównym celem opracowania było zbadanie wpływu wprowadzenia programu bezpośredniego wsparcia rodzin w Polsce na ich sytuację dochodową oraz porównanie poziomu wsparcia rodziny za pomocą bezpośrednich i pośrednich instrumentów w Polsce i w wybranych krajach Unii Europejskiej. Zastosowano następujące metody badawcze: analizę literatury przedmiotu i aktów prawnych, analizę danych statystycznych oraz analizę porównawczą. Główne źródło danych stanowiły dane statystyczne OECD dotyczące opodatkowania wynagrodzeń. Przeprowadzone badanie potwierdziło postawioną na wstępie hipotezę badawczą mówiącą o tym, że poziom wsparcia rodziny w Polsce w porównaniu z wybranymi krajami Unii Europejskiej, mierzony różnicą w wysokości dochodu rozporządzalnego dla różnych typów rodzin, jest wysoki. Potwierdzony został również istotny wpływ wprowadzenia świadczenia „500+” na zwiększenie poziomu tego wsparcia.

The main objective of the study was to investigate the impact of a direct family support program introduced in Poland on the income situation of families and comparing the level of family support with direct and indirect instruments in Poland and selected European Union countries. The following research methods were used: analysis of the literature on the subject and legal acts, analysis of statistical data and comparative analysis. The main source of data were OECD statistics on taxing wages. The conducted study confirms the research hypothesis which says that the level of family support in Poland in comparison with selected European Union countries, measured by the difference in the disposable income level for different types of families is high. The significant impact of “500+” benefit on the level of family support in Poland has also been confirmed.
