Bischof A. Bertram begann im Jahre 1914 seine Amtszeit als Bischof mit der Formulierung eines einheitlichen Gemeindeprogramms. Als guter und loyaler Hirte der Kirche konzentrierte er die Gemeinde vermehrt im Sinne des Schutzes vor den täglichen Gefahren und Unruhen, die den Alltag um den 1. Weltkriegen charakterisierten. Dieser Zeitraum war ausgespickt von wichtigen Ereignissen die den Charakter und Glauben der Gemeinde und die ihres Bischofs zur Prüfung stellten. Der neue Bischof – ein loyaler deutscher Bürger – stellte sich zu der Zeit vollstens auf die Seite der Monarchie unter Leitung von Kaiser Wilhelm II. In dieser Zeit kümmerte und sorgte sich Bischof Bertram besonders um Zustand der Gemeinde, vermeidete vor allem um den geistlichen Zustand seiner Gemeinde. Viele warmen Worte des Hirten wurden auch an die Soldaten in Briefen gerichtet, die an die Front zogen oder sich bereits dort befanden. In seinen Worten beschrieb er die wichtige Harmonie zwischen der katholischen Kirche und der gegenwärtigen Politik. Die Niederlage Deutschlands im 1. Weltkrieg erbrachte nicht nur ein grösseres Zensurpotential im Zuge der gefallenen Monarchie und der neu erschlossenen Weimarer Republik, sie zwang Bischof Bertram zu einer neuen Zusammenarbeit mit der neuen politischen Landschaft.

The period of World War I, which also marked the beginnings of Bertram’s reign over the diocese of Wrocław, was very difficult. It was the time of war, the collapse of the German Empire and the rise of the Weimar Republic. On the basis of the preserved protocol from the Conference of the Deans of 1915, the author has made an attempt to investigate certain pastoral issues to which bishop Bertram and his colleagues paid particular attention. The subjects which were of great interest to the ordinary and the deans in 1915 included: the spread of Christian and catechism teachings by the priests on Sunday afternoons, teaching religion in school, access to Holy communion at a young age and its regular administration in the last years of schooling, pastoral care over seasonal workers, Catholic oversight over young people and youth groups, the St. Boniface association in the diocese, St. Hedwig charity, folkloric missions, and the fight with alcoholism. The next reflection will contain the subjects discussed at the next conference of the Deans in 1918.

In the new, post-war circumstances, the Holy See preferred to sign one concordat with the new German state. However, as this turned out impossible, E. Pacelli, the nuncio, arrived at signing a concordat with Bavaria in 1924, and from 1915 led intensive negotiations towards signing one with Prussia. With the important support of the Prussian episcopate and their president, Cardinal A. Bertram, the negotiations resulted in a successful signing of the concordat on August 14, 1929. By the force of the executive bull Pastoralis Officii Nostri of August 13, 1930, Wrocław became the seat of the new eastern Metropolitan See in Germany. The following were incorporated into it as the suffragan dioceses: the diocese of Warmia, which since 1821 had been directly dependent on the Holy See, the newly erected Diocese of Berlin, and the Prelature of Piła (Praelatura nullius).

Dobbiamo essere pieni di rispetto per l’opera ignorata, inosservata del sacerdote il quale educando delle anime rende uno dei più importanti servizi. Invece il cuore del sacerdote deve riempire l’alta coscienza di lavorare per il popolo duramente provato. Lui deve lavorare per sanare le sue più gravi ferite spirituali e morali. Nello stesso tempo deve essere cosciente, che l'esattezza nel servizio divino ha un valore pedagogico: essa educa gli officianti alla stessa virtù.
