The text is devoted to the evolution of construction law in the period of the Second Polish Republic as one of the tools of the broadly understood policy of the State. The basic research problem is the rationalization of regulations and their functioning in the legal system. The analysis allowed us to formulate research conclusions. The policy regarding construction law and spatial development in the Second Polish Republic was subordinated to the overarching goals, i.e. the unification of regulations in the country and building the image of a strong state by organizing space. In terms of specific objectives, the evolution of the law was aimed at rationally increasing the amount of affordable housing, strengthening co-responsibility of private entities for spatial development, smart management of available resources, and intensive support for new housing.

Artykuł stanowi próbę przedstawienia polskim czytelnikom zajmującym się inwestycjami mieszkaniowymi (ale też wszystkim specjalistom związanym z rynkiem nieruchomości) tzw. ruchu Nowej Urbanistyki. Mimo ponad trzydziestoletniej historii oraz polskich korzeni, do tej pory nie było w Polsce szerszego zainteresowania tym zjawiskiem. W artykule przedstawiono krótką historię, idee i zasady ruchu. Ponadto, na przykładzie prowadzonych w USA badań, ukazano istotną rolę jaką w procesie inwestycyjnym odgrywa jakość projektu - tak urbanistycznego, jak i architektonicznego. Ostatnim, choć nie mniej ważnym celem artykułu jest rozpoczęcie szerokiej dyskusji nad teorią i praktyką ruchu Nowej Urbanistyki, zwłaszcza w kontekście planowania przestrzennego oraz zmian na rynku nieruchomości w Polsce.

The article is an attempt to depict to the Polish readers, especially those dealing with housing investment (but also to all specialists related to the property market), a phenomenon of the movement of the New Urbanism. In spite of near thirty-years history and its Polish roots, there have been almost no broader interest in that issue in Poland so far. A short history, ideas and rules of the New Urbanism were presented in the article. Furthermore, relying on examples of US. research, a crucial role of a quality of urban and architectural projects in the investment process is explained. Last but not least, one of goals of this article is to trigger a concern of a broader discussion about theory and practice of the New Urbanism movement, especially in the context of urban planning, land use, and property market in Poland.
