Human resources are the strategic asset of every organisation. Therefore, the authors begin their considerations by showing the necessity of applying strategic thinking at every level of organisational management. The article discusses and distinguishes between the following concepts: motivation and motivating employees. The authors present a comparative analysis of the results of research on the factors which determine the willingness and effectiveness of Polish Police offi cers’ work. The study was conducted among both management and executive staff of the Polish Police in the years 2013–2016. Further research in the presented area has been scheduled for 2023.

Zasoby ludzkie są strategicznym zapleczem każdej organizacji. Dlatego autorzy swoje rozważania rozpoczynają od ukazania konieczności stosowania myślenia strategicznego na każdym poziomie zarządzania organizacjami. W artykule omówiono i rozróżniono pojęcia: motywacja i motywowanie pracowników. Autorzy przedstawiają analizę porównawczą wyników badań dotyczących czynników, które determinują chęć oraz efektywność pracy funkcjonariuszy polskiej Policji. Badania te zostały przeprowadzone zarówno wśród kadry kierowniczej, jak i wykonawczej polskiej Policji w latach 2013–2016. Kolejne badania z przedstawionego zakresu zostały zaplanowane na 2023 r.
