In June 2020, the first volume of the publishing series of the Szczecin branch of the INR entitled ‘Polish Stasi Reports’ was published. This text discusses the most important elements leading to the initiation of the said series, as well as the key problems related to the preparation of individual volumes. These included the provenance of the files, differences in their compilation, accessibility, and above all a dissimilar philosophy in the realization of the accountability process for the communist past of the People’s Republic of Poland and former East Germany. The aim of this edition was not only to bring unknown sources on PRL history closer to the Polish reader, but also to change the paradigm in the approach to published documents. These were not meant to deal with strictly operational issues, but to answer the question regarding the state of the knowledge and recommendations that the Stasi analytical cells passed on to the GDR political leadership in the context of what was happening in the final decade of the People’s Poland.

W czerwcu 2020 r. ukazał się pierwszy tom serii wydawniczej szczecińskiego oddziału IPN pt. „Raporty polskie Stasi”. Niniejszy tekst omawia najważniejsze elementy prowadzące do zainicjowania wspomnianej serii, a także węzłowe problemy związane z przygotowaniem poszczególnych tomów. Dotyczyły one proweniencji akt, różnic w ich opracowaniu, dostępności, a przede wszystkim odmiennej filozofii w realizowaniu procesu rozliczania z komunistyczną przeszłością PRL i byłej NRD. Celem edycji było nie tylko przybliżenie polskiemu Czytelnikowi nieznanych źródeł do historii PRL, lecz także zmiana paradygmatu w podejściu do publikowanych dokumentów. Nie miały one dotyczyć problematyki stricte operacyjnej, ale odpowiadać na pytanie o stan wiedzy i jakie komórki analityczne Stasi przekazywały ją kierownictwu politycznemu NRD w kontekście tego, co działo się w ostatniej dekadzie istnienia Polski ludowej.

Irrespective of how controversial this observation might seem, the intelligence services systems of the People’s Republic of Poland and the German Democratic Republic did not develop a significant level of mutual cooperation in 1989, mainly due to the insurmountable political differences. The article discusses the problems of East German intelligence measures taken in the area of, broadly understood, ‘peaceful revolution’ in Poland. It was possible to retrace these problems through the research conducted at the Poland’s National Remembrance Institute [IPN] and the German Stasi Records Agency [BStU]. Comparative analysis of the material from both sources has made it possible to present all the forms of what was referred to as ‘cooperation’ as well as the antagonisms occurring between the security services in both countries.
