By the late nineties of the twentieth century saw a rapid acceleration in the development of science and technology, development of new technologies and in conjunction with that of telecommunications and communications. This rate of use of the latest technological and technology in everyday life has reached unprecedented levels. The availability of communication and the ability to quickly today people communicate over long distances resulted in “close-up” the existing world. This caused a change in the number of processes in the sphere of science, culture and economy, covering the entire area of the globe, the whole human society referred to collectively as globalization. The existing problems, the phenomenon, including its range is also limited space and the human took a global, global. Man of the citizens of a state, became a citizen of the world. We must at this point be stated that globalization brings with it many positive features, but at the same time also creates a whole bunch of threats.

Pod koniec lat 90. XX wieku nastąpiło gwałtowne przyspieszenie rozwoju nauki i technologii oraz rozwoju nowych technologii w związku z tym również telekomunikacji i komunikacji. Wskaźnik wykorzystania najnowszych technologii w codziennym życiu osiągnął niespotykany dotąd poziom. Dostępność różnych form komunikacji i możliwość szybkiego komunikowania się pomiędzy sobą na długich dystansach, spowodowała „zamknięcie się” na otaczający ludzi świat. Doprowadziło to do zmiany liczby procesów w sferze nauki, kultury oraz gospodarki, obejmujących obszar całego świata oraz całego społeczeństwa określanego mianem globalizacji. Istniejące problemy, zjawiska, w tym jego zasięgu są ograniczone przez przestrzeń, a stały się światowe, globalne. Człowiek stał się obywatelem świata. Musimy w tym miejscu stwierdzić, że globalizacja niesie ze sobą wiele pozytywnych cech, ale jednocześnie tworzy także mnóstwo zagrożeń.
