Becoming an effective and successful organisation has several components. The first component is the above-mentioned management taking into consideration and sensitively reacting to the demands determined by the population and the society for the organisation, in the present case the Police. (At the same time, this management style also means the person of the manager.) Another component may be the effort for excellent performance, rooted in the organisational culture. And this list could be continued; however, besides the cost attitude, I would point out effective co-operation, as a token of successfulness of organisations.

Wiele elementów składa się na powstanie skutecznej, odnoszącej sukcesy organizacji. Pierwszym z nich jest zarządzanie, w którym uwzględnia się narzucane organizacji – w tym przypadku: policji – przez społeczeństwo i reaguje na nie zgodnie ze zdrowym rozsądkiem. Styl zarządzania to również osoba kierująca. Kolejnym składnikiem są starania osiągania doskonałych wyników, zakorzenione w kulturze organizacyjnej. Listę elementów decydujących o sukcesie organizacji można również poszerzyć np. o nastawienie do kosztów i efektywną współpracę.

The reorganization and the extension of management methods of the Hungarian state administration, including the Police, have accelerated. The changes have been intensified by the EU law harmonization and the alteration of the Police duties (the fusion of Police and Frontier Guards, the Schengen accession, new forms of delinquency, and the new expectations towards police services). Qualitative changes demand the conscious management of reorganization. They accompany the modernization of leadership roles and functions. The management at the Police cannot lack the updated and integrated mentality, the persistent broadening of knowledge and new forms of cooperation and resources which enable to them provide a higher quality of services. Contemporary leaders doubtlessly have a special role. It also seems evident that task management cannot be based on old routines. Leaders cannot do without updated management skills, techniques, methods or modern scientific support. Moreover, police leaders perform rather complex activities by not only fulfilling ordinary or specific security functions in management-administration but also by coordinating the related activities. The present study intends to examine the literature of theoretical leadership related to policing and the relations between management functions and functional activities.

Reorganizacja i rozwój metod zarządzania w węgierskiej administracji państwowej, w tym policji, zwiększyły tempo. Zachodzące zmiany nasiliły się ze względu na dostosowanie do przepisów Unii Europejskiej oraz zmianę zakresu obowiązków sił policyjnych (połączenie policji i straży granicznej, przystąpienie do Schengen, nowe formy przestepczości, nowe oczekiwania wobec służb policyjnych). Zmiany jakościowe wymagają świadomego zarządzania reorganizacją; towarzyszą modernizacji ról i funkcji przywództwa. Zarządzanie w policji nie może się obejść bez nowoczesnej i zintegrowanej mentalności, stałego poszerzania wiedzy, oraz nowych form współpracy i środków, które pozwolą zapewnić usługi o wyższej jakości. Współcześni przywódcy niewątpliwie mają do odegrania specjalną rolę. Wydaje się też oczywistym, że zarządzanie zadaniami nie może być oparte na dawnych procedurach działania. Przywódcy nie mogą się obejść bez nowoczesnych umiejętności zarządzania, technik i metod, oraz wsparcia ze strony nowoczesnej nauki. Przywódcy w policji wykonują skomplikowane działania nie tylko pełniąc zwykłe oraz specjalne funkcje w administracji zarządzania, ale także poprzez koordynowanie powiązanych działań. Niniejszy artykuł przedstawia literaturę na temat teorii zarządzania związanej z pracą policji oraz związków między funkcjami zarządzania a funkcjonalnymi działaniami.
