Artykuł stanowi opis instrumentów, jakimi aparat państwowy RFN posługiwał się w konfrontacji z lewicowym ugrupowaniem terrorystycznym Frakcja Czerwonej Armii (RAF). Na zakończenie stawiana jest teza, że aparat państwowy w okresie ponad 20 lat nie był w stanie poradzić sobie z organizacją wyrosłą na jego własnym gruncie ze względu na popełnianie przez siebie liczne błędy. Dodatkowo ukazane są fatalne skutki poświęcania przez aparat państwowy wolności obywatelskich na rzecz bezpieczeństwa.

The article deals with instruments used by the Federal Republic of Germany state apparatus in confrontation with the left-wing terrorist group Red Army Fraction (RAF). The analysis of the facts leads to the conclusion that due to a number of mistakes the state could not cope with the problem of the “homegrown terrorism” for over 20 years. The article also points to the dire consequences of the state apparatus sacrificing freedoms for security.
