W artykule poruszono zagadnienie możliwości prowadzenia skutecznej polityki przestrzennej poprzez akty planistyczne. Analizie poddano obowiązujące opracowania, tj. Studium oraz miejscowe plany zagospodarowania przestrzennego gminy Serock. Szczególną uwagę zwrócono na zakres i precyzyjność zapisów zawartych w planach, których realizacja pozwoli osiągnąć pożądany ład przestrzenny.

The article raises the question of an effectiveness of the spatial policy that is carried out through acts of spatial planning. The analysis concerns the study of the conditions and directions of the spatial management as well as local spatial management plans for the Serock Municipality. Particular attention is paid to the scope and accuracy of the analyzed acts and whether their implementation provides the spatial development of municipalities with the principles of spatial order.

W artykule poruszono problem kształtowania lokalnego ładu przestrzennego na podstawie zapisów decyzji o warunkach zabudowy. Analizą objęto 10 obiektów zabudowy mieszkaniowej jednorodzinnej, zlokalizowanych w gminie miejsko-wiejskiej Kałuszyn. Ocenę oparto na autorskiej metodzie opracowanej na podstawie opinii ekspertów i wskaźników ładu przestrzennego z literatury.

The article concerns the issue of local spatial shaping order upon the administrative decision concerning terms of construction and land management. The studies included 10 singlefamily housing buildings located in urban and rural commune of Kaluszyn. The evaluation of the selected objects was made using the original method that was formed basing on expert’s opinion and review of literature concerning spatial order indicators.

The paper presents the analysis of spatial suburbanization using a multiindicator method. Based on features related to geodetic areas (according to the directions of their use) such as built-up areas, urbanised lands, arable lands, residential, recreation and leisure areas, road transport areas as well agricultural and forest areas transformed into local land development plans - six suburbanization indicators were developed. After the standardisation of such indicators, a summary index was obtained making it possible to determine the suburbanization degree. The validation of the proposed method was made by comparing individual municipalities with the unit type determined using the Webb method. The analysis made it clear that the only four units with spatial features of the city lying in the proximity of Warsaw, for which Polish capital could be enlarged are: Piastów, Pruszków, Marki, Józefów and possibly Sulejówek.
