Psychological and Psychiatric Care for Children and Youngsters – an Imperfect Support System The mental condition of children and youngsters in Poland has been deteriorating, and it has become a serious problem – the number of young persons with disorders have increased considerably in recent years. In accordance with the estimates of the EZOP II research, almost 14 percent of young Poles, that is about a million of persons, exhibit mental disorders. The directions of psychiatric care measures in Poland (also for children and youngsters) have been set in the National Programme for Mental Health Protection for the Years 2017–2022. The objective was to ensure that persons with mental diseases have a comprehensive, multisided and easily accessible health care and other forms of support necessary to live in the society. The assumption of the Programme was to establish and promote a model for mental health care. Implementation of the measures of the Programme was delegated to various bodies and institutions, and it comprised not only medical care, but education and social care as well, with the Minister of Health s coordinator. The Supreme Audit Office examined whether the measures implemented actually provide children and youngsters with a comprehensive psychiatric, psychological and therapeutical care. The results of the audit show that the system is inefficient and that there are serious barriers to obtain to such support.

NIK w ramach trzech kontroli1 zbadała, czy wdrażane rozwiązania zapewniają dzieciom i młodzieży kompleksową opiekę psychiatryczną, psychologiczną i psychoterapeutyczną. Sprawdzono 49 podmiotów, w tym: Ministerstwo Zdrowia, Ministerstwo Edukacji i Nauki, Narodowy Fundusz Zdrowia, jeden oddział wojewódzki NFZ, jeden urząd marszałkowski, 10 szkół, 10 poradni psychologiczno-pedagogicznych i 24 podmioty lecznicze (udzielające świadczeń w trybie ambulatoryjnym, stacjonarnym lub dziennym). Wyniki kontroli wykazały, że system w ramach którego dzieciom i młodzieży oferuje się pomoc psychologiczną i psychiatryczną jest niewydolny i nadal występują poważne bariery w dostępie do takiego wsparcia.
