Administracja publiczna jest jednym z największych użytkowników środków technicznych i programowych teleinformatyki. Wzrost zapotrzebowania na informacje i rozszerzanie się obszarów stosowalności technologii teleinformacyjnych (ICT – Information and Communication Technologies) są dodatkowo przyspieszane przemianami instytucjonalnymi i funkcjonalnymi. Wynika to z faktu, że informacja jest podstawowym zasobem administracji, a większość z jej zadań polega na ciągłym gromadzeniu, przetwarzaniu, produkowaniu i przechowywaniu informacji. Nie wystarczają już systemy analityczne odwołujące się tylko do jednego źródła, wyłącznie do informacji zawartych w bazach danych.

The article is an attempt at presenting vital elements of information systems in decision-making processes of crisis management. The authors discuss possibilities of applying simulation games in educating crisis management decision-makers and describe an innovative computer system which supports decision-making.
