Powszechna informatyzacja rozrasta się w niezwykle dynamicznym tempie. Dotyczy to rozbudowy sieci informacyjnych i systematycznie zwiększanej informatyzacji naszych domów, życia rodzinnego i społecznego. Rośnie liczba dyskusji wokół coraz łatwiej dostępnych informacji. Nie ulega wątpliwości, że powszechna informatyzacja naszego życia jest w dużym stopniu zjawiskiem jakościowo nowym. Znacząca część społeczeństwa nie jest przygotowana na zagrożenia, które wraz z nią pojawiły się, tj.: walka informacyjna, manipulacja informacją czy cyberterroryzm. Powstaje, zatem uzasadnione pytanie o ocenę rzeczywistej skali związanej z głębokością zmian jakościowych, jakie wprowadza ona w życie społeczne. W artykule przedstawiono kilka problemów dotyczących zagrożeń świadomego zaburzania prawidłowego przepływu informacji w społeczeństwie i jego wpływu na zmiany w postępowaniu ludzi i ich zachowania społeczne. Należy podkreślić, że przedstawione zagrożenia nie wyczerpują wszystkich, bo wraz z rozwojem technologii informacyjnych powstają coraz nowsze.

Universal computerization is growing at an extremely dynamic pace. This applies to the development of information networks and systematically increased computerization of our home, family and social life. There is a growing number of discussions around increasingly accessible information. There is no doubt that the widespread computerization of our lives is largely a qualitatively new phenomenon. A significant part of the society is not prepared for the threats that have arisen with it, such as information struggle, information manipulation and cyber terrorism. Therefore, a justified question arises about the assessment of the real scale related to the depth of qualitative changes that it introduces into social life now and in the coming years. Historical experience shows that permanent social changes can not always be easily distinguished from the often spectacular, but as it turns out transient fascination with technological innovations. This text is an attempt to ask a few more detailed questions about the significance and impact of information warfare on changes in people's behavior and social behavior.

Artykuł stanowi próbę podsumowania dotychczasowych działań zmierzających do osiągnięcia pełnej zdolności bojowej wojsk obrony terytorialnej RP. Autorzy podkreślają znaczenie wojsk obrony terytorialnej wobec zagrożeń państwa w XXI wieku. W sposób syntetyczny ujmują genezę powstania, rolę i zadnia stawiane tym wojskom w różnych stanach funkcjonowania państwa. Dokonują analizy prawnych umocowań działania tych wojsk w systemie bezpieczeństwa narodowego. Opisują cele stawiane wojskom obrony terytorialnej z punktu widzenia aktualnych potrzeb obronnych państwa, a także wymagania wobec ich struktur i funkcji w tym zakresie.

The article is an attempt to summarize the efforts to date to achieve full combat capability of the Polish territorial defense forces. The authors emphasize the importance of territorial defense forces against state threats in the 21st century. They synthetically capture the genesis of the uprising, the role and tasks set for these forces in various states of state functioning. They analyze the legal legitimacy of these forces in the national security system. They describe the goals set for territorial defense forces from the point of view of the current defense needs of the state, as well as the requirements for their structures and functions in this respect.

W artykule autorzy dokonali próby oceny zmian systemu prawnego Polski po 1989 r., jakie dokonały się w wyniku demokratycznej transformacji. Po 1989 r dokonano w Polsce szeregu zmian ustrojowych, systemowych, prawnych, gospodarczych oraz społecznych. Konstytucja z 1997 r. określiła ramy systemu sprawowania władzy w Polsce uwzględniając takie te wymagania prawne, które wynikają z przynależności Polski do NATO i Unii Europejskiej. Przemiany podniosły sprawność demokratycznego systemu prawa, dając możliwość efektywnego uczestnictwa obywateli w życiu społecznym. Jednak społeczeństwo w Polsce ma niski poziom zaufania do prawa, sądów oraz sędziów. Polski system prawa po transformacji nie wyzbył się charakteru biurokratycznego, spolityzowanego układem rządzących. Ponadto poszanowanie prawa, które jest modelem postępowania administracji państwowej, jako niezbędne minimum dla jej oceny politycznej, zderza się z konfliktowością polityki i wytwarza funkcjonalne podziały w sferze realizacji demokratycznej natury państwa prawa.

In the article, the author sat tempted to assess the changes in the Polish legal system after 1989, which took place as a result of the democratic transformation. After 1989, a number of political, systemic, legal, economic and social changes were made in Poland. The Constitution of 1997 defined the frame work for the system of governance in Poland and resulting from Poland’s accession to NATO and the European Union. Transformation shave improved the efficiency of the democratic system of law by enabling citizen stop articipate effectively in the life of society. However, society in Poland has a low level of trust in law, courts and judges. The Polish legal system after the transformation did not get rid of its bureaucratic character, politicised by the system of government. Moreover, respect for the rule of law, which is a model of conduct for the state administration, as anecessary minimum for its political assessment, is confronted with conflicts of policy and creates functional divisions in the sphere of implementation of the democratic nature of the rule of law.
