The return of the subsidiarity principle in the process of shaping a new image of Europe brings a fresh the ‘old thinking’ to whichWestern civilization has contributed. subsdiarity principle was applied under different social and political circumstances. The focal point of the subsidiarity principle is a human – an individual with his social nature and potential for shaping the space around him. Considering the values and features of the subsidiarity principle it has to be acknowledged that the republican ideals of civic society combined with the liberal considerations of Scottish moralists, concentrated in Tocqueville’s concept, provide the best grounds for the implementation of this principle.

The purpose of this article is to specify the complex social phenomenon, defined as surveillance society. Its strong manifestation within society should be considered a threat to the civil liberty; in a broad sense it is a threat to participatory democracy and civil society. These are the reasons that convinced the author to attempt a reconstruction of the causes of this phenomenon and analysis of its conditions. In a certain sense, reflections presented in this article are of a warning character. In modern Europe the issue of surveillance society can be considered a recent problem. However, it is not only Europe, but the whole globalized world that is facing major challenges which are brought with technology that allows for taking away people’s privacy, freedom, property and right to defence against “floating surveillance.” Resolving this issue is a challenge of the future, but nonetheless, to save individuals from the omnipotence of authority — political, legal and institutional solutions should be searched for now.

Данная статья представляет собой теоретическое рассмотрение проекта «Нового шёлкового пути» (НШП) как попытки примирить классические геополитические концепции сухопутной мощи Хэлфорда Дж. Макиндера и Николаса Спайкмена с морской мощью Альфреда Т. Мэхэна. Действительно, с геополитической точки зрения проект представляет собой очередную попытку в истории создать державу «суша-море» в противовес гегемонии, основанной исключительно на морском господстве. Следует подчеркнуть, что, помимо геополитического измерения, сам проект имеет вспомогательное политико-пропагандистское и экономическое измерение. Первое включает в себя широкий спектр мероприятий, использующих социально-психологические и политические инструменты внешней политики и направленных на сплочение государств, которые потенциально могут присоединиться к проекту НШП. Экономическое измерение, с одной стороны, является вкладом в дальнейшее расширение могущества Китая, а с другой – возможностью углубить политические связи с этими странами. Эти три подхода, а также взаимосвязь между ними, будут подробно проанализированы в рамках данной аргументации в контексте строительства Китаем сухопутной и морской державы.

This article is a theoretical consideration of the New Silk Road (NSR) project in an attempt to reconcile the classical geopolitical concepts of continental power by Halford J. Mackinder and Nicolas Spykman and maritime power by Alfred T. Mahan. Indeed, in geopolitical terms, the project is another attempt in history to create a land-sea power as a counterweight to a hegemony based strictly on maritime dominance. It should be emphasised that the project, in addition to the geopolitical dimension, has a subsidiary political- propaganda and economic dimension. The former encompasses a broad spectrum of activities that use psychosocial and political foreign policy tools and that aim to rally states that could potentially join the NJS project. The economic dimension is a contribution to the further expansion of China’s power on the one hand and an opportunity to deepen political ties with these countries on the other. These three approaches and the relationship between them are analysed in depth within a framework of China’s endeavour to establish a continental and maritime power.
