Интеграция иностранцев процесс, который требует приема страну ряд мер, направленных на обеспечение доступа к правам и услугам. После вступления в Европейский Союз в Законе от 12 марта 2004 года o стандартах социальной помощи были введены, чтобы обеспечить помощь иностранцам, которые получили международную защиту. В 2012 году Совет Министров принял миграционной политики польского – текущее состояние и требуемое действие. Для того, чтобы достичь целей польской миграционной Министерства политики труда и социальной Польши Политика разработала политику интеграции иностранцев программный документ – принципы и руководящие рекомендации, определяющие направления государственной политики в области укрепления интеграции иностранцев в польское общество и подготовить поляки принять иностранцев в их местных общин.

Integration of foreigners is a process that requires the receiving country a series of measures aimed at enabling access to rights and services. After joining the European Union in the Act of 12 March 2004. On social assistance standards have been introduced to provide assistance to foreigners who have received international protection. In 2012, the Council of Ministers adopted the Polish Migration Policy - current status and requested action. In order to achieve the objectives of Polish Migration Policy Ministry of Labour and Social Policy Poland has developed a program document foreigners integration policy – principles and guidelines are recommendations that determine the directions of the state policy in the field of strengthening the integration of foreigners in Polish society and prepare the Poles to accept foreigners in their local communities.

Since Poland joined the European Community, it has been transforming from a country of emigration into an emigration-immigration one. Year by year an increase of immigrants coming to Poland has been observed, which involves the Polish government and local authorities taking actions within the implementation of migration policy. The multifaceted processes of integration take place on the levels of linguistics, culture, education, and social activation aimed at combating social exclusion of this group of Polish inhabitants.

W oparciu o dokument strategiczny jakim jest Strategia Rozwiązywania Problemów Społecznych dla Gminy Miasto Szczecin na lata 2015-2020 wskazuje jakie problemy społeczne wynikają z diagnozy problemów społecznych, podmioty odpowiedzialne za realizację polityki społecznej w Szczecinie oraz cele określone w Strategii stawiane do realizacji instytucjom i podmiotom lokalnej polityki społecznej dla osiągnięcia zakładanych rezultatów.

The subject of the article is the analysis of Germany’s integration policy towards refugees applying for a stay in Germany and an attempt to assess the nature and scope of assistance provided in refugee centers. The authors focus on the regional dimension of policy towards refugees, problems related to the implementation of its assumptions, as well as specific conditions for the implementation of social assistance, its characteristics and character. The analysis is based on the presentation of activities carried out by the Billstieg refugee center. The authors attempt to answer the following research questions: What is the scale of refugees staying in the centers in Hamburg? What problems have emerged with the open-door policy? What activities are carried out with refugees for integration? Which entities are responsible for the implementation of tasks related to social policy for refugees in Germany? What assistance to refugees does the State’s agencies offer and what non-governmental organizations in the Billstieg center? Are the forms of support offered adequate to the needs of refugees? The analysis was carried out using content analysis, analysis of existing data, comparative analysis, statistical analysis.

Przedmiotem artykułu jest analiza polityki integracyjnej Niemiec wobec uchodźców ubiegających się o pobyt w Niemczech oraz próba oceny charakteru i zakresu pomocy udzielanej w ośrodkach dla uchodźców. Autorzy koncentrują się na regionalnym wymiarze polityki wobec uchodźców, problemach związanych z realizacją jej założeń, a także specyficznych uwarunkowaniach udzielania pomocy socjalnej. Analiza opiera się na działaniach realizowanych przez ośrodek dla uchodźców Billstieg. Autorzy podejmują próbę odpowiedzi na następujące pytania badawcze: Jaka liczba uchodźców przebywa w ośrodkach w Hamburgu, tj. jaka jest skala zjawiska w tym mieście? Czy i jakie problemy pojawiły się wraz z wdrożeniem „polityki otwartych drzwi”? Jakie działania na rzecz integracji proponuje się uchodźcom? Jakie podmioty są odpowiedzialne za realizację zadań związanych z polityką socjalną wobec uchodźców w Niemczech? Jaką pomoc uchodźcom oferują agendy państwowe, a jaką organizacje pozarządowe w ośrodku Billstieg? Czy oferowane formy wsparcia są adekwatne do potrzeb uchodźców? W pracy wykorzystano analizę instytucjonalno-prawną, analizę treści, analizę danych zastanych oraz analizę komparatystyczną.
