The objective of the paper becomes the ecological tax reform conducted and carried out in 9 EU Member States. Within the range of this reform there look place a total turn around from the issuing and exploitation tax, towards product fees. The author concentrates on common features combining the reforms taken up by particular countries. Among these features there are: fight for political and social acceptance of the reform, attempts to avoid the slump in competitiveness of economic entities, resulting from introducing the reform, as well as an attempt to coordinate its mechanisms with either the existing environmental regulations or these being introduced.

Jego przedmiotem jest prezentacja kontekstu wysunięcia tej koncepcji, która wyjaśnia istotę, przeznaczenie i cel sporządzania bilansu, jak również propozycja jego ramowej konstrukcji .

The purpose of the paper is to discuss the general assumptions underlying the concept of geological and mining balance, which the state's public administration would be obliged to prepare in annual cycles. The author presents the context for suggesting this concept, which explains the essence, the role and the goal behind the preparation of the discussed balance, as well as a proposal for its framework construction.

Przedmiotem opracowania są uprawnienia zbywalne do emisji gazów cieplarnianych, które, z natury rzeczy, są kluczowym elementem konstrukcji europejskiego systemu handlu emisjami, natomiast jego celem stała się identyfikacja, a następnie analiza formalnych (prawnych) i pozaformalnych przesłanek postrzegania uprawnień do emisji w kategoriach innowacji finansowych o zasięgu regionalnym (europejskim) i lokalnym (krajowym). Identyfikacja została poprzedzona naświetleniem istoty uprawnień i krótką ich charakterystyką, wzbogaconą elementami statystyki polskich aukcji uprawnień do emisji gazów cieplarnianych.

Tradeable greenhouse gas discharge permits are the subject of the study since, by nature, they represent the key component of the European emission trading scheme, whereas the purpose of the study is the identification and also the analysis of formal (legal) and non-formal reasons for approaching trading permits as financial innovations of regional (European) range and local (national) range. The identification was conducted by presenting the essence of the discussed permits and their brief characteristics, supported by the statistical elements from Polish auctions of GHG discharge permits.

Przyczynek do oceny przejrzystości programu pomocy publicznej dla wytwórców energii elektrycznej

Celem artykułu jest podjęcie próby analizy i oceny przejrzystości fakultatywnego programu pomocy publicznej dla wytwórców energii elektrycznej na lata 2013-2019, będącego instrumentem realizacji europejskiej, a zatem i polskiej, polityki klimatycznej w horyzoncie do 2020 r. w ramach EU ETS (European Union’s Emission Trading System). W pierwszej części artykułu zreferowane zostały podstawy prawne i zawartość wzmiankowanego programu, a przedmiotem jego drugiej i kolejnych części jest odpowiednio wskazanie kryteriów oceny programu przez opinię publiczną i rynki, źródeł informacji publicznych o programie oraz analiza jego przejrzystości poprzez system regulacji, ujawnień pomocy i raportów. W analizie posłużono się metodą jednostkowego studium przypadku (single case study), ponieważ wymagała ona pewnej narracji, opisu okoliczności i przyczyn interwencji państwa w sektor elektroenergetyczny w drodze udzielenia pomocy wytwórcom energii elektrycznej, jej celów, efektów i kosztów, czyli tzw. badania kontekstowego.
