In the paper an attempt is made to know effectiveness conditions of a local self-governmental administration reflected in the framework of public management. Analysis is focused on theoretical issues of employment forms with a concern to a local self-governmental administration in Poland. Results of the research is illustrated with pilot survey. It allows to conclude that employment forms should be adjusted to changing needs of self-governmental administration with the reference to quality improvement of offered public services, and also because of EU public policies.

In the paper an attempt has been made to show in-depth study of the essence of public management science. It is claimed to provide for a comprehensive new framework for approaching individual public organisations on all levels of managing public affairs. This new discipline has opened new perspectives for the development of the public sector. The research revealed the essence of public management in involving public interest in processes of formulation and realisation of the main objectives of public organisations. The investigations revealed specific features of public organisations, reflected in the concept of organisational publicity and also - with reference to such organisations as a gmina or a region - the concept of open membership. The essence of public management is well-reflected in the model of New Public Service.

W artykule podjęto próbę pokazania rezultatów pogłębionych badań nad istotą zarządzania publicznego, które tworzy nowe ramy dla badania organizacji publicznych funkcjonujących na wszystkich szczeblach zarządzania sprawami publicznymi. Powstanie tej szczegółowej dyscypliny naukowej otworzyło nowe perspektywy rozwoju sektora publicznego. Przeprowadzone badania pozwoliły dostrzec istotę zarządzania publicznego w uwzględnianiu interesu publicznego w procesie formułowania i realizacji głównych celów organizacji publicznych, a istotę organizacji publicznych w kompozycji cech organizacji, składających się na publiczność organizacyjną, oraz - w odniesieniu do takich organizacji jak gmina czy region - w koncepcji otwartego członkostwa. Istota zarządzania publicznego została dobrze odzwierciedlona w modelu nowej służby publicznej.

The purpose of this article is to learn ways of measuring the inter-organizational collaboration efficacy and adapting them in public safety management. This paper presents the essence of inter-organizational collaboration in public management, guidelines for control of its performance and its determinants in shaping safety. The proposed method of measuring collaboration efficacy is both, quantitative and qualitative. However, this method is open and indicators can be shaped according to individual needs.

Organisational consciousness is one of the primary determinants driving organisational development. It is the organisation’s capacity for assessment of its operation level, quest for uniformity and organisational identity. This consciousness revolves around objectives of actions and integrates collective efforts, thereby determining collaboration. Therefore, it performs a vital role in the public safety management system (PSMS), where efficiency of operations may be achieved only as a result of joint actions. In essence, this was an imperative to carry out research aimed at analysing the significance of organisational consciousness in the public safety management system. During enquiries the authors gave insight into the concepts of organisational consciousness and organisational development as well as characterizing the PSMS in the context of organisational consciousness. Bearing in mind a comprehensive and adaptive approach to each analysed situation in an individual manner the relevance of organisational consciousness in public safety management systems was found. Furthermore it was testified that organisational consciousness in the PSMS affects three areas, namely: enhances involvement in accomplishment of objectives set, strengthens inter-organisational collaboration and fosters innovative solutions.

Recently more and more commonly an opinion has been formulated that increasing local government and, wider speaking, public administration efficiency calls for and depends on innovative changes Thus today efficient public management is identified with innovative management. The paper analyses public local development strategic management tools in the scope of their consistency and comprehensiveness. It was found out on the basis of the carried out considerations that local development management system enables to connect the defined local government development objectives with the tasks set to develop the best possible environment for the local inhabitants. The considerations prove that local development should both include and integrate the basic areas of development alongside with efficient coordination of the investment processes and financial management in the commune.

W ostatnich kilkunastu latach coraz powszechniej formułowany jest pogląd, iż zwiększenie sprawności zarządzania w administracji samorządowej, i szerzej w pu-blicznej, w szczególności zależy od zmian, które mają charakter innowacyjny. Dlatego współcześnie coraz częściej pod pojęciem sprawne zarządzanie publiczne rozumiane jest zarządzanie innowacyjne. Przeanalizowane podstawowe instrumenty publicznego zarzą-dzania strategicznego rozwojem lokalnym podkreślają jego spójność i kompleksowość. Na podstawie przeprowadzonych rozważań stwierdzono, że system zarządzania rozwojem lokalnym umożliwia powiązanie celów rozwoju jednostki samorządu terytorialnego z re-alizowanymi zadaniami na rzecz kształtowania jak najlepszego środowiska życia miesz-kańców. Zarządzanie rozwojem lokalnym powinno obejmować i integrować podstawowe jego sfery, a także skutecznie koordynować procesy inwestycyjne i gospodarkę finansową w gminie.

Competencies are a set of distinctive resources and opportunities. They relate to specific capabilities of management and to performance of management methods. In the catalogue of existing managerial competencies, an increasingly important role is played by trust. The deep insight in this field of literature gives grounds for the inference that trust is rather a means to achieve public organisations’ goals, than being the end in itself. Therefore in this article we have assumed, that contemporary competencies, to a large degree, rely on trust which is rationally and relationally rooted. The main aim of this paper is to identify and evaluate components of trust with reference to the competences of public managers mirrored in their new profiles. To achieve the goal of the article, publications of the field of organisational studies and public management which aim to show the importance of creating trust within an organisation were reviewed to identify main managerial competences analysed in the context of public trust as an important factor of improving public organisations. Moreover, the results of a survey with 93 respondents carried out in 2014 in 8 units of local public administration from the Malopolska Region were used. As a result the main components of trust in new public managers’ profiles have been identified and assessed.

Background. Emergency management requires flexibility and adaptation to dynamic and changing circumstances. The urgent requirements and high standards of responsiveness in terms of emergency management depend on horizontal and vertical communication since this is of the main factors associated with the appropriate coordination of many essentially independent organisations. Research aims. The paper attempts to identify the determinants of effective communication, particularly in regard to close coordination, as well as the role played by these processes in the management of local emergency networks. Method. This work consists of a theory-based empirical study. It is qualitative in nature and the research method is based on both desk research and field research. The research was conducted as part of a research project entitled "Coordination, communication and trust as factors driving effective inter-organisational collaboration in the public safety management system " (DEC-2012/07/D/HS4/00537) financed by the National Science Centre. Key findings. As a result, the new role of communication as a factor associated with the appropriate coordination in local emergency networks was identified.
