Who do we count among the local political elite - who are the people who participate in making decisions on important matters for the local community and decide about its de-velopment and future. Analyzing these issues in my considerations I make a general reflec-tion of the problem, as proposed in the title of this article – Political elites in the local of government structure.

Samorząd terytorialny jest uznawany za niezbędny element współczesnych demokracji, przez który obywatele mają większy wpływ na życie publiczne. Świadczy o tym fakt, iż w demokratycznym państwie prawa stanowi on część składową systemu władz publicznych. Oznacza to, że samorząd terytorialny uczestniczy w sprawowaniu władzy i administracji publicznej, a przyznany mu w ramach prawa zakres zadań publicznych realizuję niezależnie i samodzielnie. Z tego względu jego powołanie i istnienie uzasadniane jest ważną rolą w państwie, tj. wykonywaniem zdecentralizowanej administracji państwowej oraz swobodnym działaniem wspólnot terytorialnych. Przedmiotem rozważań prowadzonych w niniejszym artykule jest zaprezentowanie odmiennych, jak i wspólnych kwestii samorządowi terytorialnemu, w podejściu, które ujmuje samorząd terytorialny jako administrację publiczną oraz wspólnotę terytorialną, a które można odnaleźć w wybranych refleksjach naukowych i katolickich środowisk. Tak założony cel wymagał zastosowania spektrum metod badawczych – analizy literatury, dokumentów i materiałów źródłowych. Pozwoliły one na wskazanie zasadności powołania, znaczenia i roli samorządu terytorialnego, z uwzględnieniem wybranych ujęć teoretycznych, tj. koncepcji funkcjonalnej (państwowej) i naturalnej.

Local government is recognised as an essential element of modern democracies, through which citizens influence public life. In this article, the subject of the deliberations is to present different and common issues to local government, in an approach that includes local government as a public ad-ministration and a territorial community, and which can be found in selected reflections of scientific and catholic environments. Such an objective required the application of a range of research methods – analysis of literature, documents and source materials. They made it possible to indicate the legitimacy of the establishment, significance and role of local self-government, taking into ac-count selected theoretical approaches: functional (state) and natural concepts.

Its point of departure is an analysis of chosen views of political elites’ researchers and their theories of political elites presented in literature on the subject, in the frames of which those processes occur.
