The purpose of this article is to show the evolution of the Norwegian Navy and the Norwegian maritime doctrine in the context of the protection of state’s interests in the Arctic region. The growing political and economical competition in this region of the world has forced Norway to expand naval power projection capabilities in the far North. What is important, Norwegian security policy is set in the context of highly realistic thinking.

Zmiany geostrategiczne w regionie Dalekiej Północnej wymusiły na Norwegii rozbudowę potencjału morskiego, umożliwiającego ochronę norweskich interesów w tej części świata. Rozwój norweskiej marynarki wojennej prowadzony jest od początku lat dziewięćdziesiątych dwudziestego wieku w sposób przemyślany, systematyczny i konsekwentny zarazem. Składa się na niego nie tylko pozyskanie nowych rodzajów systemów walki morskiej, ale przede wszystkim głęboka redefinicja norweskiej doktryny morskiej w odniesieniu do obszarów arktycznych. W efekcie prowadzonych działań Norwegia posiada dziś jedne z najbardziej skutecznych w Europie instrumentów projekcji siły morskiej.

The aim of this paper is to present the set of priorities of the Norwegian policy with reference to NATO evolution before and during Alliance Summit in Riga. The article should point out the background for Norway’s approach towards transformation of NATO. Is it in the best interest of Norway to support and contribute to the NATO’s development at the beginning of XXI century ? The Norwegian strategy towards NATO is an expression of national political and military aspirations, so, the motives of the Norway to create new shape of Alliance military cooperation must be touched upon. The fact that Norway is so firmly anchored in NATO’s structures constitutes an important factor for state’s security policy – strategy. As a result Norwegian activity in the field of security must be seen as an element many-sided NATO transformation.

Podjęcie problemu Norwegii w świetle transformacji NATO wydaje się być potrzebą chwili z kilku powodów. Chociaż Norwegia jest od 1999 roku sojusznikiem Rzeczypospolitej w strukturach NATO, a zatem także gwarantem polskiego bezpieczeństwa, o polityce wojskowej tego skandynawskiego państwa pisze się niewiele. Celem artykułu jest wyjaśnienie specyfiki strategii Królestwa Norwegii wobec węzłowych problemów rozwoju i transformacji Sojuszu Północnoatlantyckiego w bardzo ważnym dla tej organizacji okresie Rady Północnoatlantyckiej w Rydze, zwanej powszechnie Szczytem NATO w Rydze.
