Current solutions, contained in act on promotion of employment and labour market institutions, do not take into account the situation of people, with whom terminated service relationship. In the light of the current act was not considered diverse reasons of terminated service relationship in Police, what is a basis of acquire the right to unemployment benefit. Regulations apply to the right to unemployment benefit, which take into account the reasons of terminated service relationship should be contained in act on promotion of employment (…). Indicated problem does not apply only to Police officers, but also to the representatives of different uniformed services.

Obowiązuące rozwiązania zawarte w ustawie o promocji zatrudnienia i instytucjach rynku pracy nie uwzględniają sytuacji osób, z którymi rozwiązano stosunek służbowy. Na gruncie omawianej ustawy nie uwzględniono różnorodnych przesłanek rozwiązania stosunku służbowego w policji, co stanowi podstawę nabycia uprawnień do zasiłku dla bezrobotnych. Regulacje dotyczące uprawnień zasiłkowych osób bezrobotnych uwzględniające przesłanki rozwiązania stosunku służbowego powinny być zawarta w ustawie o promocji zatrudnienia i rynku pracy. Sygnalizowany problem nie dotyczy wyłącznie funkcjonariuszy policji, ale także przedstawicieli innych służb mundurowych.

In accordance with the Act about the Promotion of the Employment and the Institutions of the labour market the basic way of professional activation of unemployment people are services and instruments of the labour market. The amendment of the Act, which came into the force on 27th may 2014, significantly broadened the instruments of the accessible ways of professional activation of unemployment people. The aim of this article is presentation instruments of the labour market and the accomplishment the evaluation, with the indication on their numerous shortcomings. In the article will be undertaken the effort to show the problem of ineffective spending money on realization of apprentices, the lack of the government's control of spending the public funds designed on new instruments the labour market and presentation many instruments of the labour market with whose unemployed people do not use.

Zgodnie z ustawą o promocji zatrudnienia i instytucjach rynku pracy podstawowymi formami aktywizacji zawodowej bezrobotnych są usługi i instrumenty rynku pracy. Nowela tej ustawy, która weszła w życie z dniem 27.05.2014 r., znacząco poszerzyła instrumentarium dostępnych form aktywizacji zawodowej osób bezrobotnych. Celem artykułu jest przedstawienie instrumentów rynku pracy oraz dokonanie ich oceny, ze wskazaniem na ich liczne mankamenty. W opracowaniu podjęto próbę ukazania problemu nieefektywnego wydatkowania środków na realizację m.in. staży, braku kontroli państwa nad wydatkowaniem środków publicznych przeznaczonych na nowe instrumenty rynku pracy oraz przedstawienia wielu instrumentów rynku pracy, z których osoby bezrobotne nie korzystają.
